Liaoning, as a major sports province, has a rich history of basketball and has made very great achievements in the past years. However, the performance in recent years is not so ideal. Among the numerous reasons which have caused this situation, the problems existing in fostering reserved talents can not be underestimated. The quality of reserved-talents is not only a crucial measure in evaluating the level of basketball, but also the future of this event. Furthermore, it is a guarantee for a steady and long-term development of this game. Great attention should be paid to the fostering of reserved-talents for the purpose of gaining a healthy and sustainable development in basketball in Liaoning Province.This article takes athletes and coaches in sports schools in Liaoning Province as the object of study. By means of documentation method, Delphi technique, case study, questionnaire method, logical analysis and the method of mathematical statistics, it analyses the situation of athletes and coaches, training and security systems of basketball teams and influencing factors in sports schools. The conclusions are as follows:1. Basketball players are of appropriate distribution of age and have positive attitudes towards study. However, there is an obvious contradiction between studying and training. The number of basketball players is insufficient. The cultural level of players is relatively low. Furthermore, coaches still choose athletes based on experience. Therefore there is a lack of scientific selecting method.2. Most basketball coaches in Liaoning sports schools are from relatively good universities and have received good education. However, the distribution in areas is uneven. Their scientific research ability is weak and they have little opportunity of job training. Professional skill on the whole needs to be improved and awards are rewarded too much based on athletic performance instead of paying attention to athletes’ future. All the factors above are not good for the fostering of reservation-talents.3. Athletes and coaches hold positive attitudes and motivation toward training and they have sufficient time and scientific methods for it. However, in training process, the execution of "Basketball Outline" is not very satisfying. There lack of overall training programs, especially long-term programs and the exercises for restoration are not various enough. The above factors have negative influences on the long-term development of basketball. 4. The system of competition in basketball in Liaoning sports school is underdeveloped. The number of basketball matches is limited, so training effects can not be examined effectively. Therefore, the athletes are in lack of ability in actual combats.5. Besides the investment they have made, the families of athletes hold positive attitudes toward training. However, the fostering system is underdeveloped. The capital source is limited. Relative facilities are not sufficient and there are a lack of scientific instructions and medical supervision on sports.6. Major influencing factors existing in fostering reserved talents are as follows: the contradiction between studying and training; the lack of capital investment; the underdeveloped system of competition and the unsound systems of fostering and managing.
