According to the statistics, up to the year of2006, there were596private colleges and universities with2805thousand undergraduates in China. After decades of development of private colleges and universities, they have led the trend in higher education of our country. This development not only relieves the pressure of great education which our country has been building, but also adds new energy for the diversified development of education. Higher education market in China prospers gradually with the development and growth of China’s private universities, then leads to various competitions among universities contain private and governmental, and the current trends will help to develop China’s private higher education. Formation and development of private universities competitiveness and how to obtain its development position and core role are mainly described.Analysis about one theoretical principle of whether private colleges and universities may be treated as educational institution with suitable benefit are described from organization theory and competitive strategy theory, respectively. Meanwhile, the rationality of the development core competence of China’s private colleges and universities as an organization carrier is also discussed by using the two theories, and a necessary reflection on the two theories is in progress. The current development cases of private colleges and universities are proposed to discuss their types, development modes and stage characteristics. In general, China’s private colleges and universities are of two main types:one is the private universities which can hold academic education, e.g., private universities, private professional colleges and private higher vocational technical colleges; the other is private schools which cannot hold academic education, e.g., self-study examination school, national diploma of school (cancelled in2005) and various training organizations. Development modes of China’s private colleges and universities mainly contain self-employed mode and shareholding system mode. In addition, there are privately run under state ownership mode, sub-college adherence to governmental university mode, etc. As an educational organization, civil college’s development will go through three phases:firstly, the preliminary stage of development; secondly, the steady stage of development; thirdly, the mature stage of development. And we also make a corresponding analysis of characteristics and shortcomings of civil college’s development in each stage. In the course of study on the civil college’s core competitiveness, the paper believes that the core competitiveness didn’t form in a day, and it’s bound up with the civil college’s’ development stages. Therefore, the core competitiveness’s development is also divided into three basic development stages: formation one, developing one and regeneration one, on the basis of discussing of civil college’s development stages and characteristics of each phases. This paper discusses the development characteristics of the civil college in each phases, on the basis of the three-phase system, as well as the different representation of the core competitiveness in each stage.At present, the academic world does not give a unified definition for the core competitiveness of civil college. Depending on the previous research of its characteristics, the paper put forward the essential factors of the core competitiveness, which is the linchpin of restricting the development of civil college, but also the key to promote the development of civil college. There are five characteristics of the core competitiveness, including development, creativity, uniqueness, systematicness and timeliness. However, the core meaning of the competitiveness can not be accurately described by the characteristics, but by the core essence.This article argues that essences of building core competitiveness including the following three sides:the system of civil college, the spirit of civil college and the subject mechanism of civil college. Combined with the research of development stage, the paper accordingly analyzes the current situation and existing problems of civil college’s system, spirit and subject mechanism, and depending on the research and analysis, this paper gives some practical development suggestions from three dimensions, i.e. system, spirit and subject mechanism of the civil college; and from six sides, i.e. leadership system, administrative management system, teaching system, human spirit, team spirit, competitive spirit, subject orientation system, subjects incentive system,subject protection system.As the vital force of the development of the higher education in China, civil college should actively build the core competitiveness and make efforts to form complementary higher education situation to the public colleges under the relatively relaxed conditions, which will be the future developing direction of our civil college. But civil college should recognize the scarcity and precious of educational resources and the increasingly fierce high education competition, so building phased core competitiveness is of great significance for the promotion of civil college’s development and prosperity of China’s higher education environment.
