Citizen education, in short, education is to cultivate qualified citizens. With the deepening of the process of our social modernization development, awareness of citizens and the quality is higher and higher requirements are put forward. And influenced by the thoughts of the citizen education, citizen education in our country since1990s has developed gradually. Report of the17th national congress put forward to strengthen citizen consciousness education, the national medium and long-term education reform and development plan outline (2010-2020)"also explicitly pointed out that civic education is of great significance to the development of country.Primary school students are the future builders and successors of the nation, is the outlook on life and values formation and good behavior habits, since the childhood develop their good consciousness of citizens, citizens of good behavior habit, for their own future grow up to be good citizens, to the further development of China’s modernization, to our country the construction of socialist harmonious society is of great significance. Elementary school one of the main platforms of citizen education, civil citizens taking on imparting knowledge, training skills, cultivating citizen’s character, and other important task, has an irreplaceable position and role. However, review the current our country primary school civic education, both in theory research and exploration in practice, there are many important problems to be solved, it must be focused on. Proposed in this study a systematic combing research, on the basis of analysis of main problems of elementary school civic education in our country, and find out the crux of the problem, put forward a targeted strategy..In this paper, the text is divided into three parts.The first part:summary of primary school civic education. Mainly divided into three aspects:first, parse the citizens, citizen education concept, through a correct orientation to the elementary school civic education, form a correct understanding of civic education in primary schools; Second, discusses the basic features of primary school civic education; Third, this paper expounds the primary significance of citizen education.The second part:the problems of elementary school civic education in our country and analysis. Mainly explained from five aspects:first, the whole society of citizens consciousness weak, needs to be strengthened; Second, complete primary school civic education system has yet to establish; Third, the implementation of the effective ways has not yet formed; Fourth, the citizens of the professional faculty has not yet been built; Fifth, effective citizen education evaluation mechanism has not yet formed.The third part:the countermeasures to solve the problem of primary school civic education in our country exists and the suggestion. Main interpretation respectively according to the third part of the problem:the government leading role to promote social consciousness of citizens; Build perfect citizen education system; Reform implementation methods; Build specialized citizens of teachers; Establish and improve the citizen education evaluation mechanism.
