With the development of virtual means in the information age, the organizational structure and information mechanisms of the traditional technological innovation have gradually revealed their shortcomings, affecting the judgment of speed of information collection and information flow accuracy of the technological innovation organization, causing the rising of organization’s information mechanisms operating costs, leading to the effect-weakening of the Technological Innovation Organizations(TIOs). Therefore there is an urgent demand for recreating the TIOs, making up for its lack of technological innovation with the help of other corporate resources, and achieving complementary of the core competencies among enterprises. The appearance of Virtual Technology Innovation Alliance (VTIA) compensates the shortcoming of traditional TIOs. This paper attempts research the organization mechanisms of VTIA through analyzing the construction of the organization and on the basis of complex network and bounded rationality competing game theory.First of all, on the research basis of complex networks, network organizations, virtual Innovation Alliance, and bounded rationality competing game theory, this paper explores the complex network of VTIA and analyzes the different characteristics of different stages of it. Based on the alliance life cycle characteristics of VTIA, it builds a multi-stage evolution model. Through simulation test, it researches the construction process of the Alliance so as to define that the evolution network of VTIA has the characteristics of small world and scale-free.To further confirm the small world and scale-free features of VTIA, it searches from the Internet to get information and data from2009to2010about the cooperation among world’s electronic information industry enterprises in the field of VTIA, constructs a virtual innovation alliance network, and empirically studies the Topology structure of network and its small world and scale-free characteristics.With the help of the bounded rationality of competing game theory, this paper further explores the relationship between the alliance individuals. It designs bounded rationality competing game model to fit the actual VTIA, and analyzes the dynamic equilibrium process of the alliance cooperation, focusing on the conditions for the existence of virtual technology innovation alliance in order to reveal the effect of cooperation and competition of the members would have in the formation of VTIA.Finally, based on the result of the research, this paper draws some conclusions and makes some recommendations. The existence of VTIA depends on the strength of the competing and cooperating, and its evolution tendency depends on the largest scale of its members under resource constraints, but is insensitive to the growth rate of the members. Therefore, increasing the maximum size of each menber through resources sharing and resources complementary is very beneficial to the existence stability of VTIA. It hopes to provide some reference for such alliances construction research.
