With the constant development of science and technology, city informatizationbecome an inevitable trend. And constant improvement of the digital city hasbecome a new opportunity for the city’s growth and the goal of informationconstruction. Therefore, digital city is rising fleetly. The projects of Digital Cityare being carried out vigorously in many large cities, and3D GIS is developingrapiddly and being applied extensively. Digital city organizes different basicgeographic information data from various kinds of spatial data, and integrates theseinfomation in the platform. It shows a virtual reality City which provides a varietyof intelligent application service, based on spatial information. Digital city playsa more and more important role in the city construction, planning, decision-makingand service.Based on the practical experience in the construction of digitalgeo-spatial framework of Hefei, this paper using integrated technology whichcontains geographic information technology, data acquisition,3D modelingsoftware, database technology, spatial data analysis and3D visualization, thedatabase contains370000city building in Hefei municipal districts was achievedand built500square kilometers of3D landscape models were build. Manyapplication demonstration platforms were completed. These platforms include thecomprehensive map of land resource administration, land survey and landregistration, dynamic inspection platform and the inspection of law enforcement,emergency management system, police geographic information system andgeographic information public inquiry.The main contents of this thesis are as follows:A:Through the study of the current domestic and foreign situation of thedevelopment of3D modeling technology and digital city, the comparison, analysisand experiment on the3D modeling technology about city terrain were completed.Then combined with the actual situation of the project, a rational3D modelingmethod is presented;B:Some mainstream domestic and foreign3D GIS platforms are Studied.Through the study and comparison of each system, the functional requirements andconstruction method are determined; C:According to Hefei City terrain3D modeling standard, some work to assist the third party companies’modeling and checking Hefei370000buildings in this project are completed using3ds Max. Besides, the specific problems in the process of actual modeling were solved.D:Spatial data model and3D database technology are analyzed, and a database for massive data is build in order to facilitate the management and maintenance.E:Study on the way of3D visualization optimization is done, and digital public geographic information platform of Hefei,whose model display has been optimized, is test. At last, the system performance, display speed and effect are improved.
