In recent ten years, the global climate has changed significantly. The world’s highesttemperature record brushes record. The frequency of floods and storms is increasing, andthe destructive power of extreme climate change is daily on the increase, and sea levels arerising. Climate change is becoming a problem that cannot be ignored in21century. This ismainly due to greenhouse gas (GHG) emissions. It continues to accumulate in theatmosphere, causing changes in the climate models, thereby affecting the outbreakfrequency of temperatures, sea levels and extreme weather. These affect urbanizationregion significantly. There are a number of small towns in China. They are widelydistributed, small-scale, and more sensitive to the impact of climate change, but traditionalsmall town master planning has limitations in response to climate change.The main contents of the research paper include the response to climate change, thelack of traditional small towns’ master planning to address climate change, the preparationtechniques, methods and content studies of the master planning of small towns. Andfinally, according to the above, conducts empirical studies. The full text of the maincontent is divided into four parts:In the first part, according to the literature, summarize theoretical research, technicalmethods and practice of urban planning which address climate change. And then raiserelated research on town level of small towns’ master plan which address climate changecan improve urban planning techniques which address climate change,making up itsblank;The second part analysis the characteristics, preparation methods and content of thetraditional small towns’ master planning, and contrast with the urban master planning, andstudy the dialectical relationship between climate change and urban. Then point out that,comparing with city, small towns are more vulnerable in response to climate change.Traditional small towns’ master planning mainly have problems such as the lack ofknowledge on climate change, carbon-free emissions research, efficiency-orientedplanning methods, as well as the master planning preparation method of the traditionalsmall towns, which is large but similar with each other or small and similar. At the sametime analyze a useful case which address climate change, and summarize what can be learned from the study;In the third part, systematically summarize the connotation, the preparation of thetype, the role and objectives of small towns’ master planning which address climatechange, and propose reversible methods of planning method and planning preparationstrategies, planning preparation procedures, and the details of planning and so on.In the fourth part, set the master planning of XianHong experimental area centerZhuhe town as an example, and utilize the above research results, then conduct empiricalresearch of the town’s master planning in response to climate change combined with thecharacteristics of the central town.The author hopes that, through this study, providing meaningful lessons for thepreparation methods and techniques of similar planning cases.
