After nearly forty years development, the expert system has become one of themost active and practical field of artificial intelligence, has been widely used invarious fields of economic, such as business, geology, medicine, military,meteorology, agriculture, science and technology, etc, and has promoted thedevelopment of those disciplines. In the field of earthquake prediction, due toearthquake prediction there are a lot of uncertainty problems, through the expertsystem of fuzzy processing, can transmit earthquake prediction from empiricalforecast to probabilistic forecast, make forecast conclusion more reasonable andreliable. In present, the expert system which is widely used is ESEP3.1. ESEP3.1usefuzzy system neural network and expert system technology, and introduced thecontrol type of interpretation, inference mechanism. Besides the first generation ofsymbol inference and interpretation functions of expert system and the learning of thesecond generation expert system function, it also has strong ability ofhuman-computer interaction, and it is the third generation expert system.The main content of this paper is repairing and upgrading the earthquakeprediction expert system ESEP3.1which was developed by Shanghai seismologicalbureau. The earthquake prediction expert system ESEP3.1issued in2006, due to thedevelopers careless, after the system completed, they lost five files, so thatESEP3.1can’t continue to upgrade, and can’t to meet the needs of the current seismicresearchers. First of all, we push to write the missing files in the system, the originalproject can through the compilation, and system functions can be normal use; and itcould run in Window XP system.
