Earthquake disaster emergency capability is the important content of earthquakedisaster preparedness and mitigation, and the earthquake disaster emergencycapability assessment is the basis of earthquake disaster emergency management workmore scientific and standardization. In view of the existing seismic disasteremergency capability evaluation of qualitative evaluation problem, this article buildsthe earthquake disaster emergency capability evaluation index system based on thetheory of crisis management, and builds the improved ifve-element connectionnumber comprehensive evaluation model of earthquake disaster emergency responseability and the extension evaluation model of earthquake disaster emergency responseability on the basis of comprehensive evaluation theory.First of all, through the relevant earthquake disaster emergency capability ofliterature at home and abroad, we found that building the earthquake disasteremergency capability evaluation index system adopts questionnaire investigationbecause the index data is difficult to obtain, and a lot of paper takes emergencymanagement ability and emergency capability as the same concept. Based on theunderstanding of the WSR system methodology, this paper builds the earthquakedisaster emergency capability evaluation index system of the initial. Based on roughset attribute reduction principle, this thesis obtains the earthquake disaster emergencycapability evaluation index system through filtering overlapping indicators in Initialevaluation index system. Based on rough set attribute importance principle, we cancalculate the weight of each evaluation index to indicate their relative importance.Second, comparable to make the evaluation objects, this thesis filter the nation31provinces and municipalities, and finally selected14parts as samples forevaluation to distribution of seismic zone, seismic fortification intensity andearthquake disaster losses in recent years as the standard. Based on knowledge ofcomprehensive evaluation theory, this article selects all have the characteristics ofuncertainty and transformation, the theory of set pair analysis and extension theory asthe theoretical basis of earthquake disaster emergency capability evaluation, and buildthe improved five-element connection number earthquake disaster emergencycapability evaluation model and the extension evaluation model of earthquake disasteremergency response ability comprehensive evaluation model. Finally, according to the results of the evaluation model, the thesis analyzes14regions earthquake disaster emergency capability evaluation results in2011, and getsthe following conclusions:(1) the seismic disasters area in our country overallcontingency ability is insufficient, at the same time the earthquake disasters areaemergency ability level regional differences, and displayed a certain hierarchy andstepped characteristics between regions.(2) the earthquake disaster emergencycapability development imbalance between the elements is low overall level ofChina’s earthquake disaster emergency response ability of the main reasons, includingthe earthquake disaster emergency rescue capabilities on the earthquake disasteremergency capability contribution rate is as high as52.3%, but the earthquakedisaster emergency rescue capabilities in each region earthquake disaster emergencyresponse ability is weak, common development that improve the level of our overallearthquake disaster emergency response ability is the key to improve the ability ofearthquake disaster emergency rescue.
