Research On The Comprehensive Evaluation Of Earthquake Emergency Response Capability

Earthquake is one of the most devastating natural disasters,especially the big earthquake will not only bring serious losses to the state and personal property,but also,more importantly,will cause a major threat to the life of the public.However,the current technology level is still difficult to achieve enough time in advance to accurately predict earthquakes.In this case,in order to reduce the huge losses caused by the earthquake as much as possible,it is very important to improve the level of emergency response capability of earthquake disaster.The evaluation of earthquake disaster emergency response ability is the necessary prerequisite and basic work to improve the level of emergency response ability.At the same time,Shaanxi Province is still lack of work and research in this area,so it is of great significance to further explore the evaluation of earthquake disaster emergency response ability.Based on the theory of crisis management,this thesis uses the methods of questionnaire,analytic hierarchy process and efficacy function to study the comprehensive evaluation of earthquake emergency response capacity in Shaanxi Province.Based on the review of relevant theories,this thesis first summarizes the current situation of earthquake emergency management and emergency capacity evaluation in Shaanxi Province,then constructs a comprehensive evaluation model of its emergency capacity,and finally makes empirical evaluation by collecting actual data,and expounds countermeasures and suggestions to improve the level of earthquake emergency capacity in Shaanxi Province.The main conclusions are as follows:(1)the comprehensive evaluation model of earthquake disaster emergency capacity in Shaanxi Province includes three parts.First,the evaluation index system is divided into four levels,among which the first level index is Shaanxi Province's earthquake disaster emergency capability,the second level index includes four monitoring and early warning capabilities,the third level index includes 12 emergency plans,and the fourth level index includes 30 subordinate emergency plans.Among them,the fourth level indicators can collect relevant data through various channels such as statistical yearbook.Secondly,the weights of all levels of indicators are assigned,so that we can know the relative importance of each indicator in each level.Thirdly,the evaluation method is established,including dimensionless treatment of indicators and comprehensive scoring method;(2)The empirical evaluation results of the earthquake disaster emergency capacity in Shaanxi Province show that the overall earthquake disaster emergency capacity and economic level have a positive relationship,the higher the level of economic development,the higher the emergency capacity.At the same time,the specific problems include the incompleteness of the emergency plan,the insufficiency of the coordination effect and the insufficiency of the emergency rescue ability.Therefore,the countermeasures to improve the earthquake emergency response capacity mainly include improving the earthquake emergency plan,strengthening the earthquake emergency coordination,improving the coordination mechanism of earthquake emergency rescue and improving the earthquake emergency resource reserve.
