Earthquake disaster risk evaluation is a research on the analysis and evaluation of the occurrence possibility of the destructive earthquakes and its seismic losses in the future of a region. In recent years, the research on earthquake disaster risk assessment can be effective in providing scientific basis for government departments for the earthquake emergency rescue commanding, regional projects and the division of industrial structure arranging, priority reconstruction measures after earthquake planning and key area determining, also it can service for medium-long term socio-economic development planning, which has become a new hot-point in the earthquake disaster research.This study follows through the project of "Key Technology Research and Development of Earthquake Classified Emergency Response System in Bijie City", a social development research project of Guizhou provincial department of science & technology(SY-2013-3108) and a science and technology project in Bijie city (2014-04). This study includes the analysis and summary of the characteristics of seismic activity, regionalization and evaluation of the risk both in earthquake hazard and earthquake-induced geological hazard, design and develop the earthquake classified emergency response system in Bijie city. On the basis of depth study and research on the models and technologies of earthquake disaster risk assessment at home and abroad, the specific research contents includes the following aspects:1. Conscientiously summarizing the methods and technologies of earthquake disaster risk assessment, analysising and presentating the existing deficiencies; detailed introducing the conditions of natural and geographic, topographic and geological, hydrological and human activities’ in Bijie city;2. Specifically analysising and summarizing the characteristics of seismic activity, such as the seismic background, spatio-temporal distribution and evolution characteristics and several parameters of earthquake in Bijie city;3. Scientifically applying the theory and methods of fuzzy comprehensive evaluation, based on county scale, to build the assessment system for multi-level zoning, evaluating and analysising on earthquake disaster risk in Bijie city;4. Systematically introducing the method of CM-AHP (Cloud Model-Analytic Hierarchy Process) to complete grading and evaluating the risk of earthquake-induced geological disasters and to provide the regional seismic geological disaster prevention and control measures for Bijie city;5. Reasonably using the C# programming language to build the overall system framework, and to develop the earthquake classified emergency response system of Bijie city on the basis of development principles and techniques of ArcEngine; preliminarily realizing the connection and operation between different systematic function modules.On the whole, the research of earthquake disaster risk assessment model and its application in Bijie city can provide some scientific methods and techniques for regional earthquake monitoring and applications managing, also can provide some supports and assistances for earthquake emergency responsing in Bijie city.
