Cadastral in our country has a history of more than two thousand years, it was originallyused as the basis of government land tax. Since China’s reform and opening-up, with thedevelopment of computer technology and science of surveying and mapping, cadastre hasentered a period of rapid development, and cadastral is endowed with more abundant connotation,that is cadastre in the modern sense. Cadastral surveying,as an important means of gainingcadastral achievement, also experienced repeatedly historical changes, especially after the firstand second national land survey, cadastral surveying and mapping already has complete theoryand practical technology. But traditional cadastral surveying and mapping is still using the totalstation for field data acquisitionand manual mapping, which has a number of deficiencies, i.e.,labor intensity, long operating cycle, and the local scope cannot be measured. In recentyears, with the mature application of3S, photogrammetry and remote sensing and3D laserscanning technology in the surveying and mapping field, cadastral surveying and mapping workhas more and more means of data acquisition. At the same time, because of its owncharacteristics of cadastral data,applying the new technologies to cadastral surveying andmapping and finding an effective work flow, still needs constantly verification in productionpractice.3D laser scanning technology is an advanced fully automatic high-precision stereoscantechnology, also known as the "real copy technology". By high speed laser scanningmeasurement method, high resolution space three-dimensional coordinate data of measuredobject can be instantly obtained, and real photos can also be acquired in sync shots, which willfactually reappear the three-dimensional landscape of measured object. This technology has beenwidely applied to the digital preservation of cultural heritage sites and objects. Atpresent, it has also been successfully applied to the field of surveying and mapping. In this paper,based on the real demand of production,take the ongoing work of registration and certificationof the right to use rural homestead counterpoising truly as an opportunity,3d laser scanningtechnology is adopted to solve the problems such as labor intensity and low work efficiency intraditional cadastral surveying and mapping, in order to meet the cadastral data accuracy, andfind a new operation method which would reduce the labor intensity, improve the workefficiency. By the mobile measuring car and3d laser scanner,in a townwhich covers1.2square kilometers of buildings, based on the acquisition of point cloud data, cadastral attributeswere derived from the building characteristic lines automatically extracted by the computer and the manual intervention method. And in the aspects of mapping accuracy and workingefficiency, it was compared with the field cadastral mapping results by conventional totalstation.At the same time, summarized a set of work flow for laser scanning technology incadastral surveying and mapping.3D laser scanning technology will change the conventionalmode of cadastral surveying and mapping work, greatly reduce the field staff’s strength, shortenthe field work cycle, transform the field manual measurement into the indoor data extraction,obviously improve the degree of automation.
