In recent years, the global climate continues to warm, the frequent occurrence of extreme weather and climate events, weather disasters has become an important factor in the development of the human environment and socio-economic survival of China’s vast territory, a wide range of meteorological disasters, occur at higher frequencies, to the people’s life and property security caused significant losses. Based on the existing meteorological precipitation in Tianjin and disaster emergency response system, to produce the causes waterlogging in Tianjin were analyzed, and the use of simulation models in Tianjin urban rainstorm waterlogging, with "20120726" Storm, for example, the plot in Tianjin water conditions to simulate the development of Tianjin proposed stormwater grading disaster emergency response measures and establish water traffic-navigation services system, to further improve the Tianjin Meteorological disaster emergency response system. The main conclusions are as follows:(1) By studying abroad urban rainstorm waterlogging management model and forecast meteorological disaster emergency response system at home and abroad, summarizes the main research methods waterlogging disasters.(2) Tianjin city center by natural geographical features (including terrain and topography, climate and water systems), economic geographical features (including transportation and land use planning geographical features characteristic) analysis, using the U.S. SCS model preparation and analytical method used and Tongji University common storm intensity formula into Tianjin, Tianjin, according to soil type, land use and antecedent soil moisture content is calculated rainfall runoff, as well as storm intensity different return periods under analysis derived precipitation characteristics and Tianjin Tianjin rainstorm causes waterlogging(3) Use urban rainstorm waterlogging simulation model of urban water situation in different periods estimated. The simulated and measured values for authentication, the higher the degree of matching. Based on GIS and Tianjin waterlogging simulation models show that urban storm water logging simulation model can be used as a reference for the Tianjin area waterlogging disaster risk zoning, for the quantitative assessment of the degree of urban waterlogging disasters, which have a certain significance.(4) Proposed Tianjin Meteorological Disaster Emergency Response Measures: waterlogging disaster emergency response graded warning, the water level was added waterlogging disaster early warning and emergency response grading; establish water traffic-navigation service system; build a sound information dissemination system; further improve urban drainage systems; prevention of land subsidence; focus city layout planning; promote urban ecological construction and so can reduce the significant impact of non-waterlogging disasters in Tianjin brings a certain extent.
