With the vigorous development of the highway construction projects, the scale andcomplexity of highway projects increase greatly. In course of the highway projects’construction and operation, there are many varied uncertain factors during the constructionperiod. Meanwhile, during the operational period, due to the uncertain factors of technology,materials, equipments and others, the potential accidents will impact on the environment.There are also certain risks in the transport of dangerous goods, which may cause the varieddegrees of damage for the surrounding environment. Therefore, in order to strengthen theroad of environmental protection and guarantee to improve the overall quality of highwayconstruction and operation, we need to carry out the environmental risk assessment ofhighway construction projects, strengthen the management of environmental risks, reducethe risk of environmental accidents and reduce the loss of environmental risksThis study describes the concept, classification and major coverage of the environmentalmanagement, risk management and environmental risk, and analyzes the characteristics andthe management content of highway construction projects. In the paper, the environmentalrisk factors are classified according to construction period and operation period of highwayconstruction projects, and the job grading and scope of evaluation for environmental riskassessment are proposed. We investigate significance and major coverage of social stabilityrisk in the highway projects, and propose the assessment process of social stability risk. Theenvironmental risk preventive measures are proposed, which are used to strengthensupervision and management in course of the projects’ construction and operation. We makean assay of the importance and principles of emergency plans, draw up emergency plans andimprove the relevant provisions of the existing highway construction project environmentalimpact assessment specification (JTGB03-2006).This study provides the basis for the specification of environmental risk assessment forthe environmental impact evaluation of the road construction project. It is of greatsignificance to improve the road construction project environmental risk managementstandards, consummate the environmental management system and complete the roadconstruction project environmental protection regulations, standards, methods, etc.
