Research On Risk Management Of Bailong Lake Annual Ecological Environment Protection Project

Bailong lake locates in the connection pot of Gansu,Shanxi and Sichuan provinces,as the largest artificial lake here.It has a water area of nearly 790000 km~2,with wide basin,complex topography,rich species.It is an ecological corridor connecting the four national nature reserves.Ecological environment protection of Bailong lake will influence the survival and sustainable development of the basic itself.As a key ecological barrier with the top reaches of Jialing River,during the 13th Five Year Plan period,it is planned to invest 713 million CNY in Bailong lake,use 350 million CNY of central special fund for environmental protection,implement more than 100 projects,and gradually implement them year by year,so as to furtherly improve the water environment quality of the lake area.The annual ecological environment protection project of Bailong lake is an important part of the water environment treatment project within the scope of Bailong lake during the 13th Five Year Plan period.In this paper,Bailong Lake annual ecological environmental protection project as object,the project risk management for research,hope to complete project investment performance target.The basic theoretical knowledge of project management is used to sort out the organizational structure,work breakdown and project stakeholders of Bailong Lake annual ecological environmental protection project.On the basis,under risk planning analysis,confirm the project investment performance goal.Then use brainstorming method,Delphi method to identify the project risk management list.After that,take Delphi method,P–I Risk Matrix method to evaluate recognized project risk factors and their rank According to the ranking of risk factors,make the prevention and control measures and monitoring feedback mechanism,also improve furtherly the risk management system.The implementation results will check the project performance.Finally,it summarizes and prospects the research results of the project risk management.With theory and achievement,raise up project construction unit management ability.Under prevention and control of the venture,and effective achievement meeting all project risks,improve the project efficiency,deeply make sure to fufill project investment performance objectives.Accumulate and get some experience and lessons,offer reference with the improvement of investment performance of similar water pollution prevention and control projects.
