Problems And Countermeasures Of Small And Medium-sized City Environmental Governance Under The View Of Service-oriented Government

As the environment degrades in recent years, the government confronts with a decision to make movement in preventing our environment from pollution. Meanwhile, environment protection is the major task during the government’s transformation into a service-oriented organization. However, we should also pay attention to governmental behavioral differences regarding environmental protection, such as failures of governmental management. Even though environment is a public resource which everyone relies on we should notice that the environment deteriorates because of human being’s inefficiently exploitation. Especially, this inefficient exploitation happens in small and medium-sized cities due to inapplicable regulation and policies as well as insufficient fund and unawareness of environmental protection. Another reason of such inefficiency is because China’s economy growth is mainly based on an extensive developmental structure. A continuing growth of economy is with scarification of environment. Therefore, it is crucial for those small and medium-sized cities to reinforce their environmental protection movement. It is highly recommended that a service-oriented government should perform well on its duty of protecting the environment from getting polluted. The government should look at environmental protection as a long term benefits for citizens. Also, the government should take the responsibility to protect the environment, and provide people with public resources and services, such as environmental policies and regulations. This thesis consists of five chapters. Chapter1is a brief description of essential concepts and relevant theories concerning environment management. Chapter2states the major problem government confronts during environmental protection advocate in small and medium-sized cities. Chapter3provides reasons on why government has different issues during environmental protection. Chapter4describes the current status on environmental protection in Ningxiang County, Hunan province. Chapter5is the most critical part. Environmental protection issue is analyzed in Ningxiang County by combining aboard experience and China’s current situation on environmental protection. In the analysis, environmental management, public management, and some other related theories are applied. Then, methodologies of environmental protection in small and medium-sized cities are analyzed from perspective view of the government policies, the follow-through factor, management awareness, investment, and public participation.Therefore, it is highly recommended that the government develops a series of standardized and complete environmental protection policies and regulations, inculcates up the awareness of environmental protection, advocates environmental protection, and encourage the study&usage of economic tools with some other constructive methods to solve the environmental issues in small and medium-sized cities.
