Eco-industrial Park (EIP) provides a specific practice for the medium level of Social-economic-natural Complex Industrial Ecosystem and serves as an effective mode to achieve sustainable development of economic, social and environmental. At present, EIP has been developed very fast in China. Till September of2012, there are45national EIPs authorized by Ministry of Environmental Protection. Accurate Measurement of the complex eco-efficiency of EIP industrial eco-system will not only grasp the overall operation conditions, but also will realize the importance of various factors on the improvement of the complex eco-efficiency, which is convenient for setting up feedback mechanism timely and promoting the comprehensive, coordinated and sustainable development of EIP.Firstly, the article discusses the structure, function and process of complex industrial ecosystem briefly and summarizes the research advance of complex eco-efficiency evaluation from the point of the integration of eco-efficiency, ecological footprint and ecological service.Secondly, the research process of evaluation indicator system is discussed in detail. Based on the theoretical summary, this research makes the evaluation indicator system for complex eco-efficiency of EIP on a frame of structure-function-process. The indictor system is divided into five layers, contains25technological indicators among which23are quantitative,2are qualitative.Thirdly, a model of improved AHP-fuzzy comprehensive evaluation is presented. Then, the author describes the steps of confirming indicator weight based on analysis hierarchy process (AHP), fuzzy comprehensive evaluation and correction based on grey relational grade.Finally, Zhengzhou national economic and technical development zone (ZZEDP) is selected for case study. In accordance with the actual situation, specific statistical data are collected to determine a rank of assessing criterions. Through the comparison for the complex eco-efficiency of the park from2008to2010adopted improved AHP-fuzzy comprehension evaluation, the results show that the complex eco-efficiency level of ZZEDP belongs to "normal". The complex eco-efficiency correlation indicators between the three years are0.679,0.691and0.719, the optimal value is in2010, which proved to be match up with actual development level of ZZEDP and demonstrates reliability and practicality of system. The case study turns out that the main reason for the lower complex eco-efficiency level is the imperfection of industrial chain structure and symbiosis network. Therefore, the research proposes to expand the field of industrial symbiosis network construction, from the industrial production to service and life field. In other words, automobile manufacturing characterized by life cycle management and food processing characterized by agro-industrial symbiosis are put forward to build to expand ecological chain of the two leading industry.The innovation points are mainly concentrated on the following aspects:(1) The paper builds the general evaluation indicator system for complex eco-efficiency of EIP on a framework of structure-function-process.(2) Combine the method of grey relational grade and AHP-fuzzy comprehensive evaluation to assess complex eco-efficiency of EIP.
