This article launches mainly the research low carbon development path andenvironmental efficiency evaluation under low carbon development path of EcologicalIndustrial Park.Firstly according to the related research status at home and abroad about eco-industrialpark, the paper analyzed the theory foundation and evaluation method of environmentalefficiency under low carbon development path of eco-industrial parks; then based on thepractice of Low Carbon Industrial Park in China, low carbon development ways forEcological Industrial Park was put forward, meanwhile, evaluation index system oflow-carbon development level and comprehensive evaluation method for EcologicalIndustrial Park were determined; in terms of environmental efficiency evaluation foreco-industrial park, the paper expounded the connotation of environmental efficiencyevaluation under low carbon development of Ecological Industrial Park, and determined theevaluation model and evaluation index system. Finally, the paper did specific researchthrough the analysis of examples. It’s concluded that:1, Eco-industrial park low-carbon development path includes three aspects such asprobing Low carbon development pattern of Eco-Industrial Park, constructing Low Carbondevelopment level evaluation index system and determining evaluation method. In thispaper, Low-Carbon development level evaluation system of Ecological Industrial Park wasconstructed, including five levels such as the recycling of pollution control, emissioncontrol, low carbon management and low carbon economy development, then the weightedsum of entropy model was determined as the evaluation method. It is of guidingsignificance to the exploration of low carbon development path of Ecological IndustrialPark.2,The SBM model was determined as the evaluation model for environment efficiencyunder low carbon development of Ecological Industrial Park, and evaluation index systembased on SBM model was put forward. Industrial coal consumption and fresh waterconsumption indicate Input indicators, industrial added value indicates output indicator,undesirable output indicators include the total discharge of industrial wastewater, industrial solid wastes production, and industrial SO2emissions.3, About examples of application, the paper mainly includes the following two aspects:(1) Aimed at low carbon development path of Ecological Industrial Park, taking HefeiHigh-tech Zone as an example, weighted sum of entropy model was used to evaluate andanalyze the comprehensive level of low carbon development in recent years, the resultsshowed that after the implementation of low carbon development path of EcologicalIndustrial Park, low carbon development comprehensive level of Hefei High-tech Zone hadincreased from0.3586in2006to0.9576in2011year by year;(2) Aimed at the environmental efficiency evaluation under low carbon developmentpath of Ecological Industrial Park, environmental efficiency was assessed to use SBMmodel, taking the twelve development zones as an example such as Hefei High-tech Zone,Shanghai Jinqiao export processing zone, Shanghai Shenzhuang industrial zone. The resultsshow that: the environmental efficiency average value of eco-industrial park,0.774, ishigher than that0.615of district before the construction of the eco-industrial park,in linewith the actual situation, which shows that the method is feasible; CO2emissions per unitof industrial added value and environmental efficiency change overall showed the reversetrend, which is consistent with the objective facts and once again proved the feasibility ofSBM model.
