In recent years, China’s synthetic ammonia industry has made great development, now more than570large, medium and small ammonia plants have been completed. The ammonia industry has made a great contribution to economic and social development, but its environmental risks have been increasing. If the environmental emergency accident of synthetic ammonia project hapeen, it will cause a serious impact on the surrounding environment and residents. The Chinese government attaches great importance to environmental emergency accident, but the study and application is just through a short period of time, and there is no standard system suited to China’s environmental risk assessment, then when evaluating the major environmental risk accidents, owing to the lack of relevant theory and data support, causing inconvenience to the environmental management.In view of this, the paper elaborated by the definition of the various types of risk assessment methods, analysis of the characteristics, used multi-puff model on system of maximum credible accident—hydrogen sulfideand,liquid ammonia and methanol conveying pipeline leak accident, liquid ammonia,methanol and formaldehyde storage tank leak accident for qualitative analysis, determines toxic harmful gas proliferation range, and quantitative of painting out death, and half death, and death range; In addition, this paper also adopted DOW chemical method to forecast the risk of liquid ammonia leaked caused of fire or explosion, determines against unit of dangerous radius. On this basis, compare with half lethal concentration range of hydrogen sulfide, ammonia, methanol pipelines leak and ammonia, methanol, formaldehyde tank leakage, then determine the maximum radius of liquid ammonia storage tank leak hazards; Compare with radius of liquid ammonia storage tank leaks and liquid ammonia storage tank leak caused by fire or explosion hazards, determine the dangers of leakage of liquid ammonia tank radius;Finally, collect meteorological datas of the Inner Mongolia Autonomous Region, predict the dangerous range of maximum risk credible accident of different scale synthetic ammonia project (ammonia storage tank leak). For hazardous areas and the degree of risk, calculate the maximum safe distance of the environmental risks, put forword risk prevention measures of synthetic ammonia project, play a practical reference on the site of the Inner Mongolia Autonomous Region of synthetic ammonia project and risk management.
