In recent years, chemical industry, petrochemical industry has created enormous wealth, while producing environmental risks has been increasing. Chemical raw materials and products for most companies as flammable, explosive and toxic substances, they are through the production, storage, transportation, use and disposal of other ways to enter the environment, ecological environment and human health, directly or potential hazards. In this situation, the environmental risk assessment techniques have emerged and achieved rapid development, the use of scientific management methods to ensure the safety imperative.According to the project site conditions, this study Bayannao’er a fertilizer plant for Risk Assessment. Through comparative study of risk assessment methods, and ultimately determine the use of multi-mode puff on a proposed project to predict environmental risks feasibility study on the line, qualitative analysis fertilizer production process maximum credible accident (ammonia tank spill); Combined with chemical fertilizer plant actual put forward the method to prevent and reduce the harm of risk, provide the basis for the feasibility of chemical fertilizer project environmental risk location, for the plant for liquid ammonia production and storage of risk prevention measures are put forward.Through qualitative research, this paper draws the following conclusions: The proposed project forecast production units are mainly hazardous pollution gasification, transform, methanol wash, wash liquid nitrogen, sulfur recovery and other devices, pollutants are mainly: H2S, methanol, formaldehyde, ammonia; Ammonia is determined in accordance with guidelines tank leak is the largest fertilizer factory production risk of accidents, and the calculated maximum safe environmental risks ammonia distance783m; Calculated to predict the risk of the project is3.2x10-7per year is far less than the acceptable chemical industry value of8.33x10-5per years. Therefore, environmental risks affecting its unexpected accidents, will be within the range of acceptable levels.
