The sustainable development of modern agricultural industry means not only the pursuit of sustainable development of the industry itself, but also the sustainable utilization of industry appendages (such as agricultural waste). As an important part of recycling economy, the recycle agriculture technology characterized by resource waste conversion and utilization is a new agricultural technology pursuit of higher efficiency, less polluting, more ecological and more employment. Thus, to promote the implementation of agricultural waste recycling technology is essential to the sustainable development of agricultural industry. However, there exist problems such as lacking concept and awareness of recycling economy, imperfect service system and supporting policies and measures lag in the current promotion of agricultural waste technology. How to break the constraints to achieve the sustainable development of agriculture is the urgent requirement in the building of resource-saving and environment-friendly agriculture. Therefore, to explore the promotion predicament of agricultural waste recycling technology from micro-farmer perspective becomes an urgent problem with important theoretical value and practical significance. The theoretical basis of this paper included the farmer’s behavior theory, circular economy theory, game theory and other important theories. And statistics and measurement methods such as survey analysis methods, Binary Logistic regression model and on were applied. From farmers’ adoption of agricultural waste recycling technology was analyzed qualitatively and quantitatively, mainly including following four parts. Firstly, on the basis of agricultural waste recycling theory and related concepts elaborated, the stock of waste resources in Hubei province, timing evolution and problems in transformation process were explored. Secondly, based on microeconomic survey data in Wuhan and Suizhou, there was an empirical analysis of farmers’willingness to adopt agricultural waste recycling technology and its influencing factors. The third part was a game analysis of stakeholders in promoting agricultural waste recycling technologies. And corresponding policies and recommendations was finally proposed. The content of this paper can be divided into five parts:A Literature Review and Theoretical Basis (Chapters1and2), Agricultural waste resource stock estimates and path analysis (Chapter3), Agricultural waste recycling technology adoption will and influencing factors analysis(Chapter4), The dynamic game between relative stakeholders (Chapter5) and policy construction (Chapter6). Here are the basic conclusions:(1) An overall grasp of agricultural waste Emission in Hubei province and quantitative analysis of agricultural waste resource stock and timing evolution. The results show that, from1995to2011, the stock and increments of agricultural waste value present volatile growth trends. In phased run. the stock and increments of agricultural waste value (mainly crop straw and livestock manure)decrease with fluctuations in the first phase (from1995to2003) and rapidly increase in the second phase (from2003to2011).(2)Explore the recycling path of agricultural waste and main problems with them in the current status. The results show that there are five ways of agricultural waste conversion and utilization in Hubei province:matrix, materials, energy, feed and fertilizer. Besides, factors greatly restricting the conversion and utilization of agricultural waste resources include farmers’low education level, research and development lag of circular agricultural technologies, imperfect building of circular agricultural technology system, low industrialization of agricultural waste utilization and obstacles in dissemination mechanism and on.(3) Analyze micro-farmers’willingness to adopt agricultural waste recycling technology, and use Binary Logistic model to examine the key factors influencing farmers’ willingness to adopt. Overall,74.9%of the farmers have agricultural waste recycling technology adoption willingness, which to some extent indicates that the higher interest of farmers for environmental protection. The key influence factors include gender, education, agriculture income ratio, environmental knowledge level of understanding, the state of the environment assessment, perceived ease of use and perceived usefulness.(4) A game analysis of stakeholders in promoting agricultural waste recycling technologies to explore valid path of agricultural waste recycling technology integration demonstration and promotion. The study suggests that the interest demands differ between government departments, R&D department and operators of agricultural production in the process to achieve agricultural waste recycling technology adoption. Additionally, there are significant information asymmetry between any two parties in the above three subjects. Therefore the ecological objectives of agricultural waste recycling technology adoption are restricted by the stakeholder behavior.(5) Build a policy system to promote agricultural waste recycling technology popularization and application on the basis of previous analysis. It includes:correct understanding of the value of agricultural waste conversion and utilization; accelerating the development and promotion of agricultural waste recycling technology, and extending the industrial chain; increasing special funds to enhance farmers’ willingness to use; improving legislation construction of agricultural waste recycling, according to the law strictly. The possible innovations of this study: (1) highly-targeted perspective reflects the novelty of research vision. Different from previous studies focusing on macro-areas of agricultural waste, the research based on farmers’ perspective, explores the factors influencing farmers’ agricultural waste recycling technology adoption behavior.(2) Innovation in the content. Compared with the previous literatures focusing on agricultural waste treatment technologies and patterns, this research focuses on analysis of farmers’ willingness of agricultural waste cycling technology adoption and possible impact factors, quantitative measurement of agricultural waste resource inventory and timing evolution in Hubei province, and game analysis of stakeholders in promoting agricultural waste recycling technologies.(3) Innovation in research methods. Combined with qualitative analysis and quantitative analysis, using field survey data for empirical analysis, the results are more convincing than previous descriptive analysis.
