With the deepening of human’s understanding and exploitation of ocean, themonitoring of ocean environment also gradually get the attention of the people,however the monitoring of ocean environment is indispensable to the management ofall kinds of ocean data information. At present the country ocean department hasaccumulated a large number of continuous ocean data and carried out many specialinvestigations in every sea area, at the same time set up many scattered databases withspecial function. Although human have detailed ocean data, the lack of acomprehensive service platform or data management system to provide applicationsupport and service interface, causing all kinds of ocean database and ocean datawarehouse and ocean integration modules can’t service to the development of oceancareer comprehensively and effectively.So in this paper, in combination with the present development situation ofexisting ocean data management system and the user’s requirements, first of all,according to the existing system, constructed the basic framework of collaborativedata service system for monitoring ocean environment: data layer, Web service layer,service logic layer, platform portal layer. Second, this system is designed to achievethese basic functions: various types of ocean data maintenance, various ways of oceandata query, graphical statistics of ocean data, download of ocean data, etc. Then, usingWeb service technologies to develop the service interface in the system background,in order to satisfy the functional requirement of the system, the designed servicesinclude: ocean data directory service, metadata query service, ocean based databaseaccess service, user management service, role management service, role authorizationmanagement service, authority management service, log management service. Whenthe proscenium needs to implement the function the system just needs to invoke thecorresponding service interface. At the same time, in this paper, according to thedifferent attributes and types of ocean data, design all kinds of database tables to storage and manage the ocean data expediently. Finally, use the C#coding languageand Web Service technology to encode the system function in the Microsoft VisualStudio2008software development platform.This paper by means of running in the platform of the Bohai Sea data synergyintegration service, prove the rationality and feasibility of the scheme design, providesan efficient and fast means of ocean data management for the ocean environmentmonitoring. Enable the marine data to provide more reliable and accurate technicalsupport for ocean environment monitoring, eventually to promote the rapiddevelopment of the marine programs.
