The transportation industry is one of the major industries of the present stage of China’senergy consumption and greenhouse gas emissions. As pillar industries of the economicdevelopment, from the historical experience of developed countries,in the future,transportation industry will be the fastest growing industry in China ’s energy consumptiongrowth,their emission reduction potential and the pressure is much larger than the othersectors.In order to adapt to their own development and environmental protection requirements,Chinese government has been introducted transportation-related energy conservation policy,and determine the overall objective of the transport of energy saving. In the situationoflargeramount and rapid growth, how to effective complete transport emission reductiontargets, achive sustainable transport will be the next long-term issues facing the reality.This article starting from the energy efficiency of transportation, under the researchframework of total factor, using the frontier efficiency measurement methods ofnon-parametric, comprehensive measure the economic and environmental benefitsoftransportation energy use, on this basis, explore the regional differences and temporalevolution for provincial and municipal transportation energy efficiency.Throughmulti-objective constraints of the economy, energy and the environment, study the transportenergy efficiency more systematic and scientific, in order to provide support for developappropriate transportation energy conservation policy for the provinces in China.The main research work and conclusions of this paper include the following aspects:(1)Puts forward measure transportation energy efficiency which have environmental benefitsin the framework of total factor, and introduced carbon dioxide emissions as undesired outputvariables in the measure model, from both static and dynamic analysis and evaluation ofprovincial and municipal transportation energy efficiency.(2)Calculated result shows thatChina’s transportation energy efficiency overall level is low, there is obvious differencebetween the provinces, the eastern part of the overall transport energy efficiency is higherthan the central and western regions. According to the result of model calculation, dividedinto four types energy saving and emission reduction areas, and conclude that technologicalprogress is the key to the current restriction of transportation energy efficiency factor.(3)Onthe basis of the zoning and influence factors of transport energy efficiency, giventransportation energy conservation and emissions reduction policy From the four level.
