| Shanghai has taken the market-oriented reform of the industryof sanitation in2004, and is one of the cities which take the reformearliest in China. The state-owned sanitation managementinstitutions have been transformed to the market-orientedenterprises. After10years, we can see there are still manyproblems in the industry of sanitation, including both thedevelopment of the enterprises and the management of thegovernment. On one hand, the actual management method of theenterprise inherited the “government agency†type of habit and isnot following the practice of a market oriented organization. Theefficiency and quality of the service provide by the enterprises is stilllow. On the other hand, the government has not given theappropriate executive power to the enterprise, when it comes toresponding to public needs, the result is not as good as expected.The whole management method does not tie to the market-orientedsystem.This article raises the problems in the sanitation industry and does the research of the experiences of other cities, and suggests someprinciples such as public goods and new public service should be usedin the management of the sanitation. There some main suggestions:first, the government should distinguish its traditional role from“govern†to “service†the public and meet the need of the publicefficiently and with high quality; second, the configuration mode ofresources should be transferred to allocated by the government,enterprises, social organizations and other multilateral forcecoordination, joint distribution from dominated by the governmentonly; third, the product and service need to be classified intodifferent types according to the nature of public goods and providedby various units; four, increase efforts to foster the market, optimizethe market competition environment, promote enterprisedevelopment, improve the overall level of the industry; and, Toestablish a sound legal system, clear rewards and punishmentmeasure as well. |
