Research On Improving Shanghai Domestic Garbage Classification And Reduction Policy Implementation

In this article, domestic garbage classification and reduction policy in Shanghaiwas analyzed, mainly using Implementation theory. At the beginning, history of thepolicy and the status of implementation was concluded, explaning the thesignificance of the study, focusing on the issue of this research.By learning the condition of Shanghai domestic garbage classification andreduction poliy, we can see the evolution of it. Then we discussed the domesticgarbage classification and reduction policy implementation in practice in detail,including policy promulgation, policy decomposition, policy resources, policyadvocacy and policy regulatory and other specific aspects.Data and interviews pointed to lack of effectiveness of the policyimplementation, that the whole domestic garbage sorting system built up slowly, andthe policy target was difficult to achieve, also support and participation was far fromhigh. Policy design, policy decomposition, policy resources, policy advocacy andpolicy regulatory were chosen as main factors in the analysis of the reasons for theimplementation deficit.In the case, combining with the good implementation experience in domesticgarbage classification and reduction poliy all over the world, suggestions were made.Improve policy design and bulid up a co-ocrdination system. Decompose the publicpolicy more properly. Strengthen policy organization that provides propulsionmechanisms. Enhance policy advocacy. And last but not the least, build uo aregulatory system to ensure that policy effectiveness.
