Study On The Policy Of Domestic Garbage Classification Of Local Government In China

The problem of “garbage besieged city” is troubling more and more cities,and gradually becoming the restricting factor of the development of new urbanization in China.It has become a worldwide trend to carry out the classification of urban domestic garbage(hereinafter referred to as “classification of domestic garbage”),which is also an inevitable requirement for the continuous deepening of ecological civilization construction in China.As the classification of domestic garbage is led and promoted by the government,the policy texts(implementation plan,guidance,action plan,etc.)of governments at all levels on domestic garbage classification are the most direct and basic materials for the study of local government’s domestic garbage classification policies.Through the analysis of the local government’s domestic garbage classification policy text,it can not only clarify the internal logic and related issues of the policy content,but also provide some reference for other local governments that have not yet carried out domestic garbage classification,so as to improve the feasibility of the policy.Based on the policy text of domestic garbage classification key cities determined by the central government,this paper studies the domestic garbage classification policy of local governments with the help of MAXQDA2018 software according to the relevant steps of qualitative text subject analysis method.The central government’s policy on domestic garbage classification is the guide and basis for local governments to formulate corresponding policies.Therefore,this paper first analyzes the top-level design of the central government’s work on domestic garbage classification through the interpretation of the central government documents,and clarifies the principles and tasks that local governments need to follow in the process of formulating and implementing the garbage classification policy.Then,this paper uses the construction method of inference and induction to establish the category system to be analyzed,and encodes the policy text of domestic garbage classification in key cities according to the coding principle.The creation of category and the coding of text are the premise and foundation for the subsequent analysis.After the policy text is encoded,relevant analysis and data processing can be carried out with the help of MAXQDA2018 software.This paper analyzes the content of the local government’s domestic garbage classification policy text from three aspects:Policy theme,attention distribution and policy change.Then,according to the analysis results andstatistical data,combined with the specific content of the policy text,the analysis results are interpreted.The analysis finds that:in terms of policy themes,there are obvious central-edge structures and clustering phenomena among domestic garbage classification policy themes of local governments.In terms of attention distribution,the attention distribution of local governments on different policy themes is extremely uneven,but within each core theme,the attention distribution of local governments is relatively balanced.In addition,there is no significant difference in the attention distribution of domestic garbage classification policies among local governments in different regions.In terms of policy change,the domestic garbage classification policy of local government effectively conveys the core idea of the central top-level design,but there are obvious policy filtering and policy transformation in the implementation of the central government’s garbage classification policy.Based on the content analysis and relevant statistical data of the local government’s domestic garbage classification policy text,this paper points out the problems existing in the policy text,such as the policy text is not fully combined with the local reality,does not fully reflect innovation and development,and does not fully emphasize cooperation and participation.The reasons are mainly due to the convergence of policy texts caused by local governments to avoid differentiated risks,the symbolic implementation of superior policies by local governments and the obstacles to the transformation of local governments’ roles.In view of these problems,and combined with the causes of the problems,this paper puts forward the corresponding improvement suggestions from three aspects:making policies according to local conditions,promoting innovation and strengthening cooperation and participation.According to the relevant steps of qualitative text theme analysis,after the completion of coding,this paper uses the MAXQDA2018 software to carry out the analysis based on category,which can get quantitative data such as frequency,weight and coverage of category.Then,on the basis of quantitative analysis,qualitative methods are used to explain the analysis results,interpret its policy connotation,and then explore the hidden information in policy text.The research method of this paper is not limited to the previous empirical research paradigm.It takes the policy text as the starting point and uses the MAXQDA software to analyze,which has some new ideas in the research perspective and research methods.However,there are still some shortcomings,such as low effective sample size,incomplete interpretation of software analysis results,and insufficient connection with the practical policy implementation environment.
