Since the reform and opening up,economy has been developing rapidly in China.Accompanied by a large number of greenhouse gas emissions,air pollution is more and more serious,and the issue of carbon emissions is highly valued.China needs to speed up the construction of ecological civilization,improves the quality of the environment and achieves a sustained and healthy development.Shandong Province,as a large province of economy and energy consumption,is also the largest province of carbon emissions.In this period of conversing from old energy to new energy,it is very important for Shandong Province to research and enhance carbon emission efficiency.Based on the Stochastic Frontier Analysis model,this paper researches the carbon emission efficiency of Shandong Province in depth and in a comprehensive way.Based on the decoupling model of economic growth and carbon emissions,this paper analyzes the decoupling situation of Shandong Province from 2001 to 2015,from total carbon emission,carbon emission intensity,and per capita carbon emissions.The relation of carbon emissions and economic development in Shandong Province is in the state of weak decoupling,expansive connection and expansive negative decoupling in most years.Then,this paper uses the Stochastic Frontier Analysis to analyze the influencing factors of carbon emissions and carbon efficiency in Shandong Province.The results show that energy structure,government intervention,technical level(unit GDP energy consumption)are related to carbon emissions efficiency negatively;urbanization level and openness are related to efficiency of carbon emissions positively.Besides,when the industrial structure is lower than a certain proportion,it can promote the efficiency of carbon emissions;while higher than a certain proportion,it can curb carbon emissions efficiency.This paper compares and analyzes the carbon emission efficiency and influencing factors between Shandong Province and other provinces from four perspectives,and uses nuclear density estimation to analyze the dynamic evolution trend of carbon emission efficiency differences among different provinces.In the top ten provinces and cities of economic competitiveness,Shandong Province ranks ninth,and the difference between provinces is gradually narrowing.In the top four provinces and cities of GDP,carbon emission efficiency of Shandong Province is the lowest,but the difference is narrowing.In the top four provinces of total population,carbon emissions efficiency of Shandong Province ranks third,and polarization is improved.In the top four provinces of coal consumption,carbon emissions efficiency of Shandong Province ranks first,and the difference is bigger.According to the empirical analysis,it is suggested that Shandong Province should speed up the adjustment of energy structure,improve energy efficiency,optimize industrial structure,expand opening to the outside world,optimize the structureof foreign trade,and so on,so as to improve carbon emission efficiency and promote energy saving and emission reduction.
