"Ecological Civilization" and "Green Economy" request ecological ports having harmonious, efficient and sustainable developed characteristics. First, in the face of a series port environment, resources and ecological problems brought about by rapid economic development and the port disorderly expansion of port scale, it is necessary to establish a scientific and reasonable evaluation indicator system of ecological ports to guide their coordinated and sustainable development. Based on the extensive selection of evaluation indicators related to ecological port and in considering of demographic, social, economic, resource, environmental, ecological and other factors about Ecological Civilization and Green Economy’s requirement to ecological ports, this paper has established an ecological port evaluation indicator system through a sequence of hierarchy setting, qualitative screening, quantitative screening, rational addition and deletion. The results show that20.37%of the initial indicators can reflect93.91%of the original information in the evaluation indicators system, which means that the evaluation indicators system is simple and can fully reflect the ecological characteristics of the port at the same time. Second, in order to deal with the randomness and fuzziness of qualitative concept of ecological port, it introduces the normal cloud model into ecological port evaluation and obtains the ports’ ecological development level in our country, and then provide a basis for the ports’future development. Finally, according to the results of the evaluation of ecological ports, put forward specific suggestions for the development of the port.The main innovations include the following three aspects. In the aspect of constructing ecological ports evaluation indicator system, Firstly, it focuses on high-frequent indicators that published by international authorities and takes highlights and standards of experts’advices into account when selecting ecological port evaluation indicators extensively. Therefore, it makes up the limitations which the existing evaluation indicator systems cannot embody fully. With the application of experts’ knowledge and experience integrating with subjective analysis, it solves the issue of "mistakenly screen" or "leaky screen" indicators owing to over-depending on indicator data when quantitative screening. In the aspect of evaluation of ecological ports, the introduction of normal cloud model in the ecological port evaluation achieves the mutual conversion between qualitative concept and quantitative value, solves the randomness and fuzziness of the ecological port evaluation, and makes the evaluation results more objective.
