Harmful algal blooms (HABs) hazard in the sea is one of the biggest marine ecological disasters, could lead to a reduction in marine fishery resources product, become a menacer to the health of human beings. The marine economic losses caused by the harmful algal blooms had been increasing with years. In this dissertation, on the basis of reviewing various natural disasters emergency decision support system and emergency decision support system on harmful algal blooms hazard, a new emergency decision support system for harmful algal blooms hazard is designed and carried out, which is more adaptive to Chinese oceans. The system integrates multi-source monitoring data from satellite remote sensed data, buoy data and ship-borne rapid servey data, etc. The system could monitor the environmental changing of the Chinese seas, biological and disastrous elements&dynamics of harmful algal blooms hazard in real-time or near real-time. The goal of the system is providing real-time monitoring data and decision information for the relevant departments of the harmful algal bloom hazard forecasting and disposing.The main content of this dissertation includes five parts:(1) Summarized the international up-to-date studies on the response to harmful algal blooms emergency and indicated their limitations during the emergency work, and designed the general framework and technical route of the decision support system for harmful algal blooms hazard emergency of Beidaihe adjacent waters in Bohai sea, China, which constructed according to the achievements of scientific research projects in progress and the physical circumstances of Beidaihe adjacent waters, based on the combination techniques both of GIS and DSS.(2) Combined the structure&characteristics of expert system and the practical problem analysis of HABs hazard emergency decision, we constructed risk assessment model, prediction and forecast model, emergency disposal model and loss evaluation model of HABs hazard.(3) Divided HABs into pre-disaster, temporary disaster, disaster and post-disaster four stages by studying the changing rules of HABs, will shift the HABs hazard from post-disaster rescue to pre-disaster risk assessment and construct a real-time response technical system.(4) With massive, multi-source marine environmental monitoring data, referred to the relevant specifications and combined Geodatabase&Oracle10g, we constructed the HABs database of Beidaihe adjacent waters which including spatial and non-spatial database.(5) At last, the decision support system of harmful algal blooms hazard emergency of Beidaihe adjacent waters was carried out. The system was developed with Visual C#language, ArcGIS Engine10.0component providing the GIS the spatial functions, and the Oracle lOg as the database. Four decision support models were the core procesdures of the system.
