Research On Strategies For The Coordinated Development Of HIV/AIDS Prevention&Control And Basic Public Health Service

Objective: Through the analysis on the relationship of HIV/AIDS prevention&controland basic public health service in China, find out coordinated development of thecontent and way between AIDS prevention&control and the basic public healthservices, then put forward the strategies and suggestions of coordinated development ofboth.Methods: Based on the literature review and related policy study, according to theinterview outline and questionnaires, we collected the information of HIV/AIDSprevention&control and basic public health service in3cities of Anhui Province wherethe level of HIV/AIDS epidemic is high, medium and low respectively, analyzed thecollected materials by the text analysis, the qualitative analysis and relevance analysis.Results: There are some correlations between AIDS prevention and basic public healthservice, such as policy making, organizational management and work content.HIV/AIDS prevention and control as a major public health service project and basicpublic health service, both are important content to promote the gradual equalization ofbasic public health service. The12th Five-Year Plan(2011-2015)for HIV/AIDSprevention and control of china also explicitly proposed to play a positive role ofmedical and health institutions at the grassroots level to participate in HIV/AIDSprevention and control, to gradually achieve the equalization of services for preventionand control of HIV/AIDS. The coordinated development of HIV/AIDS prevention andcontrol and basic public health service need the leading and coordination by the healthadministrative department, the guidance and cooperation of the professional publichealth institutions, and to provide HIV/AIDS prevention and control services forcitizens through the medical and health institutions at the grassroots level. We foundthat HIV/AIDS prevention&control in the publicity and education, monitoring and detection, high-risk behavior intervention, prevention of mother-to-child transmission,blood management, patient follow-up management and other prevention services are tosome extent related to basic public health service items in health education, publichealth emergencies of infectious diseases report and handle, maternal health and childcare, chronic disease management and health supervision. Based on the correlation ofcontent, put forward the coordinated development mechanism on content, formation,organization and implementation between HIV/AIDS prevention&control and basicpublic health service. But coordinated development is also facing some problemsincluding organization and coordination, health personnel, funds management andallocation, institutional capacity, especially the medical and health institutions at thegrassroots level faced great challenge.Conclusions and suggestions: It is great significance to the coordinated developmentof HIV/AIDS prevention&control and basic public health service for improving thegradual equalization of basic public health service level. To put forward some followingstrategies and suggestions on policy organization level, implementation process,software and hardware security, privacy protection for coordinated development ofHIV/AIDS prevention&control and basic public health service. Firstly, improve thehealth policy and organization management system; strengthen communication andcoordination; provide good organization and institutional guarantee for them. Secondly,adjust measures to local conditions, implement classificational and step-by-stepinstructions, promote the coordinated development of both; Thirdly, the governmentshould strengthen the training of public health team, construction of grassroots medicalinstitutions and the input of funds, guarantee solid software and hardware for both.Fourthly,strengthen information protection in medical and health institutions at thegrassroots level, and ensure the basic rights of patients.
