Research On Risk Prevention Of Nuclear Ethics

With the wide application of nuclear technology since the21st century, nuclear energy will gradually turn to be a significant energy replacing the fossil energy. Nuclear explosion test will be applied in environmental renovation, engineering construction and resource service development, etc. The controlled nuclear fusion may even provide inexhaustible clean energy for human after stepping out from the laboratory. Nuclear power will demonstrate its great power in the astronavigation and transportation. However, besides excavating the value of happiness for human, nuclear development and utilization also threats the safety and destiny of human, for instance, due to the evasion of restrictions in Treaty on the Non-Proliferation of Nuclear Weapons during the development of new-type nuclear weapon, the spread of nuclear weapon is confronted by a grim situation. Nuclear energy is being widely applied as a clean energy, but problems brought by nuclear leakage, such as nuclear radiation and nuclear waste, etc. are endangering human’s life safety, as well as the natural environment. The international political conflicts and military conflicts caused by the development and utilization of nuclear power are unceasing. Therefore, it is quite urgent to seek for perfect nuclear ethic to solve problems and moral dilemma in the development of nuclear power and peaceful utilization of nuclear weapon.The nuclear safety development is the foundation of realizing the great value of nuclear development and utilization. In this paper, study is also carried out by focusing on the theme of the times. At first, the generation of nuclear ethic risk is combed systematically, the safety ethic risk and ecological ethic risk of peaceful nuclear utilization, the political ethic risk of nuclear war, and nuclear weapon spread ethic risk have been analyzed in details, and the dangers brought by these risks have been illustrated. The nuclear technological causes, subject cognitive causes, social and political causes, as well as economic profit causes of these risks have been analyzed in multi-level. Secondly, the support, orientation, standardization and constraint of the nuclear ethic of nuclear risk prevention have been illustrated, the safety first, information transparency and profit-risk sharing principles guaranteeing the nuclear ethic risk prevention have been further elaborated and analyzed. In the end, aiming at the nuclear safety ethic risk, nuclear ecological ethic risk, nuclear political ethic risk and nuclear weapon spread ethic risk in the nuclear ethic risk, countermeasures have been proposed from several aspects, including the concepts, systems, moral rules and popularization of science.
