The Research On Function Of The Neighborhood Committee

Urban community neighborhood committee (hereinafter referred to as theneighborhood committee) as the grass-roots mass self-organization in our countryplays an irreplaceable role in social management, it’s a bridge connecting thegovernment and society. With the deepening of China’s administrative system reformand advances about construction of service-oriented government to promote theconstruction, neighborhood committee has the function of assisting the government,organizing residents to carry out autonomous activities, supplying community publicservice. However, in this process, the reasons of system, law, institution and socialorganization development leading to the actual functions of neighborhood committeesdeviating from the standard of self-government and service, which affects andrestricts the construction of service-oriented government at the grassroots level. Sothis article has a systematic and thorough research about the problems ofneighborhood committee functions from the angel of service-oriented government, onthis basis, it puts forward to countermeasures of solving the problem ofcountermeasures and provides theoretical support of the construction of theservice-oriented government.This article firstly introduces the basic theory about service-oriented governmentsuch as the concept and value of content, having a position on the neighborhood committee on administrative law and reviewing its development and the evolution offunctions, on this basis, focus on the dialectical relations between the construction ofthe service-oriented government and neighborhood committee. The construction ofservice-oriented government can enrich and improve the neighborhood autonomypublic service function, neighborhood committee as a grassroots organization is theimportant power to promote the construction of service-oriented government.Secondly, the paper analyzes the practical function of our country’s neighborhoodcommittee, including the functions set by the constitution and local regulations. Thereare many non-statutory functions too. Some of these functions are strong response ofservice-oriented government construction. It’s worthy to affirm. However, morefunctions are on the contrary. It’s a heavy burden that imposed administrativefunctions on neighborhood committees. Then the paper regards the existing problemsof the functional dislocation by analyzing the standards and requirements of buildinga service-oriented government. It included administrative serious tendency towards,residents participation is not high, the lack of supervision mechanism, job securitymechanism, the sound legal norms and so on. The last part combined the actualcurrent administrative law and the process of the construction of the service-typegovernment. Based on the targeted solutions which proposed by analyzing theproblem of the countermeasures of neighborhood committee, I’m trying to design aperfect formula to the function of neighborhood committee.The research in this paper can provide the feasibility of response options to clearthe function of the neighborhood committee. It also can provide policy support toenhance the level of autonomy of urban residents, and provide theoretical guidance topromote the social management innovation and service-oriented government.
