Research On The Service Function Construction Of Border Inspection Agencies From The Perspective Of Service-oriented Government

With the continuous expansion of China's opening to the outside world and the increasingly close exchanges between China and other countries,the entry-exit personnel and means of transport at the ports of opening to the outside world have shown a new situation of maximize imports and exports,fast in and fast out.In order to effectively improve the public service capacity of the national border inspection authorities and conform to the construction trend of the service-oriented government in China,the Ministry of public security has put forward the requirements of "improving the service level of border inspection" in the service function construction of border inspection authorities.For the first time,it has been clearly emphasized that the border inspection authorities should vigorously strengthen their own service function construction,so as to meet the demand for public service products of the society,citizens and social organizations for high-quality supply of border inspection authorities.As an important functional department of our government to exercise the right of entry-exit border inspection,the border inspection authorities pay more attention to the construction of service functions on the premise of ensuring national sovereignty and security.Under the leadership of the State Administration of immigration and the entry exit frontier inspection center of S Province,the entry exit frontier inspection station of R city has launched a series of measures to strengthen its service functions,such as no more than 30 minutes for Chinese citizens to pass the entry exit customs,paperless declaration,improving the efficiency of entry exit vehicle inspection,etc.,which has solved several prominent contradictions in the supply of public services.R city entry-exit frontier inspection station is responsible for the entry-exit frontier inspection tasks of R city seaport and L City Airport.The types of work tasks cover entry-exit ship inspection,aircraft inspection and passenger inspection.Currently,there are still some deficiencies in the process of service function construction of R city entry-exit frontier inspection station,such as imperfect work process,insufficient realistic conditions,lack of department linkage and other problems.As a case,it has a strong research significance.From the perspective of the construction of service-oriented government in China,this paper takes R city entry-exit border inspection station as the starting point,and tries to solve the way to hinder the construction of the service function of the border inspection organ through the study of the problems existing in the constructionof the service function of the station,so as to promote the construction of the service function of the border inspection organ to make great progress.Based on the new public management theory and the new public service theory,this paper makes clear the importance of strengthening the service function construction of the border inspection organ to comply with the development trend of China 's administrative management and meet the needs of citizens' public service.By means of literature research,questionnaire survey and observation,this paper analyzes the current situation of the service function construction of R city's entry-exit frontier inspection station,and investigates the existing problems in the service function construction of R city's entry-exit frontier inspection station.This paper studies how to improve and strengthen the service function construction of the border inspection organs by combining the advanced theoretical viewpoints of the academic circles and the advanced experience and mature practices of the service-oriented government construction in China.In terms of service function construction,we will strengthen the customs clearance experience of entry-exit citizens,the supply of public service information,the service of local economic development,citizens' participation in border inspection work,and the publicity of border inspection service brands,and promote the upgrading of service function construction of border inspection organs,and create border inspection organs that truly meet the needs of the state and citizens.
