Since2006College-Graduate Village Official plan was implemented in the nationwide. Hiring college graduates to the grassroots level in rural areas as a village official, to adapt to the needs of the new rural construction.In the21st century, the needs of the community changed and constantly promoted the development of human resources. Human Resources into Human Capital problem was no longer confined to adapt to the needs of enterprise development. College-Graduate Village Officials as the new farmers, the development of human resources and transformation has also become important issues in Chinese new rural construction.At present, College-Graduate Village Official increasingly which as a burgeoning thing gets widespread attention. Government promotes the hiring of College-Graduate Village Officials. The hiring plan of College-Graduate Village Official got overall healthy development and achieved initial result. But in the process of implementation of the scheme and there are all kinds of problems, which severely restricted College-Graduate Village Official hiring the sound development of the plan.This article aimed at the construction of new rural background discussion of transformation and utilization of human resources for College-Graduate Village Official mechanism, and combined with the status of Leshan University Students jion to College-Graduate Village Official plan, analysis of research data, analysis of individual and policy factors cause students village official causes of the trouble. Furthermore, rise to the theoretical level, the analysis of the transformation of the human resources of College-Graduate Village Official from the two aspects of which learning by doing, education and training. From the material incentives and spirit incentives two aspects transforming power of the human resources of College-Graduate Village Official and College-Graduate Village Official Human Resources from the micro and macro level analysis mechanism. And then Combination of the research material and Leshan College-Graduate Village Officials working situation summed up the various problems in College-Graduate Village Official policy implementation process. Through the research, College-Graduate Village Officials suffer from these difficulties. Because of the employment pressure and preferential policies, college graduates ’forced’ became College-Graduate Village Officials. Then the benefits couldn’t reach the intended of College-Graduate Village Officials, and lag behind the policy implementation, and also the entrepreneurial passion encounter the ’bottleneck’ for College-Graduate Village Officials. The futures of College-Graduate Village Officials are blurred and the movement of person’s mechanism is not perfect. There is lack of communication between College-Graduate Village Officials. The changing role is difficult for College-Graduate Village Officials. These problems arise both College-Graduate Village Officials to save their own lack of ability and quality and other personal factors, and also because of policy factors some like identity is not clear. Based on these, Proposed some suggestions, such as establish and improve the education, training and selection mechanism., strengthen caring for College-Graduate Village Officials, and educate and help College-Graduate Village Officials. The government should establish a scientific incentive and evaluation mechanism and also implementation of the national policy to develop and implement relevant policies. The government should select the outstanding to enrich the grassroots cadres’ team. The government should support to College-Graduate Village Officials’ businesses.
