With the arrival of the era of knowledge-based economy, science and technology become a key factor to promote the development of economy, hence the human resources a most critical position. Only based on science and technology, based on human being itself, can economy develop rapidly. So, the countries all over the world pay more and more attention to human resources. Entering WTO, our country faces fierce competition day by day. Though the state of human resources of our country has had very great changes since our reform and opening-up to the outside world, however, compared with developed countries, enterprises in our country have a lot of weak points in this respect, which has seriously suppressed the development of economy of our country. On this basis, we propose setting up a new human resources management mode of taking human capital as its leading factor.This thesis is divided into five parts altogether. The first part is the introduction, stating the importance and necessity of this subject research and its value. The second part is a summary of the theoretical research of human resources management, including the theories of its two developing stages (personnel management period and human resources management period ) as well as some theory surveys about human capital. The third part is about the historical evolution of human resources management. At first the meaning and characteristic of human resources is introduced, then its historical development and theoretical foundation is expounded in details. The fourth part firstly introduces the definition of knowledge-based economy, then points out the decisive position of human resources management in knowledge-based economy. Thirdly, it expounds that the evolution from human resources to human capital is inevitable and unchangeable under knowledge-based economy condition.
