In "Strategy for officers in the period of pushing up industrialization and modernization of the country", the Communist Party of Vietnam emphasizes "Officers is the determinant of success or failure of the revolution, associated with destiny of the Party, and the country’s regime, the key step in the construction of the Party". Our officers team has had an important role; especially the provincial officers has played a more important role.The leaders of the revolution:Marx, Engels, Lenin and Ho Chi Minh presented this problem deeply, the implementation of the international communist movement and practice of Vietnam revolution have proved this issue.In modern human resource management, training and developing human resource also occupy an extremely important position, for the purpose of promoting the fully human potential to contribute to strengthen institutional capacity, organizational goals better. In human resource management of the Government, training officers is a very important issue.Basing on development status of world situation and level of economic development-Vietnam’s society, starting from the Party and State’s current policies, the overall objective of Resolution in the Eighteenth Congress of Binh Dinh provincial Party is to create fundamental shifts in strengthening capacity, quality and effectiveness of training and retraining of officers especially building officers from provincial, district and commune levels sufficient in quantity, quality, uniform in structure, in which training officers.In that sense, I choose the subject:" Training officers in human resources management in Binh Dinh Province, Vietnam for Example " as my Master of Administrative Management’s dissertation.Firstly, to analyze theoretical and practical issue of human resources management and officers training in order to implement the necessary solutions, and then conduct a comprehensive evaluation and analysis of the status and condition of training officers in Binh Dinh Province; secondly, to analyze and discuss the issues and the reasons for the current officers training and compare with experience lessons on training officers in Singapore and China, and then to combine with five-year period of2011-2015of Binh Dinh Province in training officers in human resources management in Binh Dinh province, currently and training officers in the future aiming at achieving the purpose of promoting development of economy, society and culture in the locality.
