As the essential part of our hearing institution, representative selection system of administrative decision-making hearing directly related to the fairness and effectiveness of collecting information from hearing, and also related to the realization of its target. Especially with the development of our political reform process, it has become an inevitable trend that citizens participate in the procedure of decision-making and implementation as masters. However, due to the impact of our traditional political background and the imperfect of institution building, there are many shortcomings both on hearing institution aspects and on its practice, turning hearings to be formalized and making government lose its credibility. Based on this, the paper summarizes the problems existed in the system, and explores its cause, proposes countermeasures, which is based on the comparative analysis of our administrative decision-making system.This article can be divided into five parts:Part one, the introduction. It explains the purpose and significance of selecting this topic, literature review, research methods and innovation.Part two, it introduces the theoretical foundations for the research on representative selection system of Chinese administrative decision-making hearing, the Theory of Institution Change and the Deliberative Democracy Theory, including the basic contents and the research value of this article.Part three, in view of the research on present situation practice of representative selection system, it puts forward its currently problems and analyzes the related causes.Part four, it proposes countermeasures to optimize our representative selection system from four aspects, the change of reign environment, the standardization of system design, the innovation of electing ways and the improvement of facilities.Part five, as the last conclusion parts, it points out the results of the paper and the drawbacks in the whole paper.
