Total tailing filling technology can effectively control ground pressure activity and sufficiently recycle the residual ore. The technology, which could reduce environmental pollution and ecological destruction of mining area, saves the cost of land acquisition, construction and maintenance. Hence, the comprehensive evaluation of total tailing filling, from security, economic, social and environmental benefits, has some theoretical meaning and application value. The paper establishes the total tailing filling comprehensive benefit evaluation index system, and tries to evaluate comprehensive benefits of total tailing filling combining theoretical research and empirical analysis by the AHP (Analytic Hierarchy Process)-FCE (Fuzzy Comprehensive Evaluation) method. Main research contents are as follows.Establishment of comprehensive evaluation index systemThrough field investigation and references, the basic form of benefit generated from total tailing filling is analyzed to establish the selection of benefit evaluation index. At last, complete the comprehensive evaluation index system based on economic benefit, environmental benefit and social benefit as the main body.Construction of comprehensive evaluation modelBuild the AHP-FCE model with the basic theory of AHP and fuzzy mathematics, and determine the weight coefficients of evaluation indexes at all levels by using the AHP judgment matrix and last use FCE to evaluate comprehensive benefits of total tailing filling.Empirical analysisThe two solutions, including cementing filling station and direct emission of total tailing filling, are put forward for the nervous tailings storage capacity and the low recovery rate of residual mineral resource in mining company of Jinxin. Through using evaluation system to evaluate the comprehensive benefit of project by building cementing filling station. It turns out that the level of economic benefit evaluation is I, and the level of evaluation of social, environmental, comprehensive evaluation are all II. Although the service life is shorter, the scheme of direct emission is better than building cementing filling station by comparing the comprehensive benefit. In order to alleviate the pressure of tailings reservoir and maximize the benefits, the paper suggests the mine put the scheme of direct emission to use as a transition plan at the early stage of building site.
