In modern society, telecommunications industry is related to the economy, people’s lives and other areas. As the economy developing, the world telecommunications industry has reformed in order to meet the needs of market development. However the absence of telecommunications laws and government regulatory result in the right of telecommunications’consumers has been violated repeatedly. Over the years,"monopoly""profiteering"" internet access expensive,""spam," and other words appeared with numerous telecommunications news. Consumers’dissatisfaction are directly related to the inadequate supervision and misconduct of the government.Regulatory reform of the telecommunications industry is imperative. Even after several reforms, the regulatory system of China’s telecommunications industry has been improved, there are many questions need to be solved in our unique situation. So our research of the regulatory system of telecommunications is valuable, ant it has a positive effect and significance on the telecommunications industry.This paper is divided into four parts:The first part is about the analysis of the connotation of government regulation. The concept is the logical starting point for theoretical research. Comparing the concept of regulation through economic political science field, we got a concept. Government regulation is government intervention or authorized organization in order to protect market within the legal purview of market behavior and market-related subjects. The theory is based on the intervention function of public management, modern administrative rights, the principle of separation of powers, to provide a theoretical basis for the telecommunications industry, regulatory and government to build a new telecommunications regulatory regime.The second part is about the advanced experience and history of developed countries in the regulatory system of telecommunications industry. Through the analysis of United States, Britain, Japan’s characteristics we know about the market-led, government-led type. We can get a better solution to our country’s questions.The third part is introduced the structure of China’s government regulation of the telecommunications. Because of the current regulatory bodies have lower independence, nonprofessional, low degree of law system, China’s telecommunications regulatory system need to be developed.The fourth part is improving the fair competition on the telecommunications industry market structure. In the process of globalization, every country is facing same dilemma and problems as the telecommunications industry developing increasingly. So we need to base on our country’s unique situation, strengthen supervision of telecommunications industry under other country’s advanced experiences.In the meanwhile, we need to comply with the principles of the rule of law, independence, professional principles to improve the government’s regulatory regime in the telecommunications industry.
