As the civil service exam fever continues to raise, the civil servants, who are thought to beowed Rice Bowl, each has his own occupational values and experience of well-being. On thebasis of combing research results of occupational values and occupational well-being at homeand abroad, we use the occupational values questionnaire and the occupational well-beingquestionnaire to hold surveys on385civil servants in Gannan prefecture.In the survey, I find that the civil servants mainly tend to lifestyle occupational values,service-oriented occupational values and stability occupational values. The civil servants ofdifferent gender, different degree of education, different length of service and differentadministrative rankings all tend to different kinds of occupational values. The leadingoccupational values of the civil servants with the junior college diploma are lifestyle while that ofthe civil servants with a bachelor’s degree are lifestyle and innovation-type. As to the aspect ofoccupational well-being, the whole level of occupational well-being among the civil servants isrelatively good. The level of the female civil servants’occupational well-being is higher than thatof the male servants. The level of occupational well-being among the civil servants with thejunior college diploma is the highest while the level among the civil servants with a master’sdegree and even higher degree is the lowest. The level of occupational well-being of the civilservants whose lengths of service are between16to20years is the highest while that of the civilservants whose lengths of service are within5years is the lowest. The level of occupationalwell-being of the deputy section chief rank civil servants is the highest while that of the divisionchief rank and even higher administrative rankings civil servants is the lowest.In the analysis of the relation of the civil servants’ occupational values and occupationalwell-being, the occupational values of the civil servants of different gender, different degree ofeducation, different length of service and different administrative rankings all exist difference inoccupational well-being. The level of occupational well-being of the female civil servants ishigher than that of the male servants. The civil servants with the degree of education lower thanjunior college diploma and challenging occupational values have the highest level of occupationalwell-being. Among the civil servants with functional-oriented occupational values, the civilservants whose lengths of service are11to15years have the higher level of occupationalwell-being. Among the civil servants with administrative occupational values, the civil servantswhose lengths of service are less than20years have the level of occupational well-beingincreasing with the increasing of their length of service. Among the civil servants withadministrative occupational values, the section chief rank civil servants have the highest level ofoccupational well-being. Among the civil servants with stability occupational values, the deputy section chief rank civil servants have the highest level of occupational well-being and so on.On the basis of the above survey results, the study provides some relative suggestions on theaspects of public official recruitment, individual career development and career management. Inthe recruitment, more positions that fit for the female should be set. Meanwhile, I suggest that testprojects related to occupational values types should be increased and their occupational valuestypes should be pay attention to among employments. As to the aspect of individual careerdevelopment, firstly, occupational interests should be trained and civil servants’ occupationalwell-being should be improved. Secondly, civil servants should learn to adjust their occupationalvalues properly according to different environment and needs. Thirdly, civil servants should setup common occupational values and shape common career goals. As to the aspect of careermanagement, firstly, civil servants should be matched different jobs according to theiroccupational values types. Secondly, in career management, three kinds of civil servant should bepay attention to: they are with high education background, entry-level and high rankings. Thirdly,the occupational values theory is necessarily to be brought into organization personnelmanagement system.
