In 1993, China started to establish the Civil Servant System, which kicked off the prelude to the institutionalization of civil servant management. As the authority executor who is the closest to the ordinary people, junior civil servants play an important role in the development of the Party and the State. They deeply influence the present situation and the future trend of basic-level system governance in China. With the development of social economy, as well as the continuous improvement of examination system of the civil servant, the proportion of women civil servants has been increasing year by year in the basic-unit system. While these female civil servants in the villages and towns began to play an important role in the public administration system, few people are concerned about them who are working in the bottom of the administration system, let alone studying on the career development among this group.This paper, using female civil servants'career development of X county in the middle Yunnan Province as a positive example, attempts to introduce theory of social gender into the field of management in the system of National civil servant, and to analyze current situation of career development and potential problems of this special group by using questionnaires, interviews and document analysis. Furthermore, some suggestions will be given on optimizing career development environment of female civil servants in the countryside and broadening their growth path from the angle of female civil servants themselves, the government policy and social surroundings, so as to offer a valuable reference for government departments to establish public policies on optimizing human resource allocation.
