The Research On Our Citizen’s Orderly Political Participation Issues In The Transition Period

The participation of politics reflects the position and role of the citizens in the politicalsystem, which is an important way of realizing the rights of citizen’s politics. Citizen’s orderlypolitical participation is an integral part of democratic political development and thedevelopment of its degree is an important symbol of political democratization. The EighteenthNational Congress proposed “accelerating the institutionalization, standardization and proceduralof socialist democracy, expanding citizens’ orderly political participation from all levels invarious fields.” The status and development of citizen’s orderly political participation not onlyaffects the national stability and social harmony, but also affects the process of politicalmodernization in China, and the achievement of the goal of socialist political civilization.Therefore, citizen’s orderly political participation should be studied under the background oftransition of China and grasp the basic problems such as concepts and methods from the processof transition. Based on the idea of “finding problems——raising problems——solvingproblems”, this paper analyze the issues of transition, research the potential problems aboutcitizen’s orderly political participation, dissect the elements of the restriction deeply and theauthor proposes the suggestions to perfect the politics. This paper is divided into five parts:The first part expounds the related theory about citizen’s orderly political participation,including the concepts, the theory of western political participation and Marx’s politicalparticipation. The second part put emphasis on the feature of the transition and its effects. Firstly,defining the concept of transition; secondly, pointing out the features of four dimensions; thirdly,clearing the chance and challenge that the transition brings; at last, emphasizing the value ofcitizen’s political participation: it is the basic requirement of the development of democraticpolitics, the way of resolving the social contradictions and pursuing justice and equality, and theguarantee of building the harmonious society. The third part discusses the problems and reasons.The problems lie in the imbalance, the channel, the ability and the utilitarian of citizen’s political participation. There are five elements on the basic of analyzing the problems deeply. The firstone is the imbalances of urban-rural dual structure and regional development. The second one isthe influence of the mechanism. The third one is the immoral behavior of the government andcivil servants. The fourth one is the limitations of the Chinese traditional political culture. Thefifth one is the quality of the participators. The fourth part puts forward the ideal pattern ofconstructing the citizen’s political participation. It aims at realizing the legalization, procedural,rationalization and moderation of citizen’s orderly political participation under the principle ofadhering to the leadership of the Communist Party of China,progressive development and unityof the rights and duties of citizens.At the same time we should adhere to the principle ofmaintaining the legitimacy of the political system.The fifth part provides some suggestions aboutthe citizen’s orderly political participation according to the specific questions and the relatedfeatures of transition such as enhancing the material basis, improving the institutional system andlaws and regulations, constructing the culture, developing the unconventional channels ofpolitical participation and educating the qualified political participators.The problem of political participation is a vital part of the study of politics.Our nation is inthe crucial stage of social transition. It is an ideal pattern and the effective way of protecting therights for people to participate in politics orderly. It is also an important research topic oftheorists. Citizen’s orderly political participation is the effective way to protect citizens’s rightsand safeguard the interests of demands. At the same time it is an important means to achieve thedecisions of government more scientific and democratic. It benefits the development of socialistdemocracy and the construction of the harmonious society. At present, academics and politiciansgenerally consider citizens’ orderly political participation pattern is the important carrier andplatform of developing the socialist democracy, promoting political civilization and practicingdemocratically ideals. Therefore, it has great theoretical value and practice significance to studythe citizens’ orderly political participation in the transition period. It complies with the currenttrend of development of democratic politics and follows the development requirements of thetimes.
