System Of Administrative Enforcement Of Forestry

The construction of forestry is an important part of our socialist modernizationconstruction, has played a very important role in China’s economic development,ecological environment construction. In recent years, along with the emphasis onforestry, the forestry of our country both from the forest area and economic benefit areactively developing state. Forestry administrative law enforcement is an important partof the national forest management according to law, and the forestry administrative lawenforcement system as the basis for forestry law enforcement, to protect the forest lawenforcement activities carried out smoothly, the establishment and perfection of theforestry administrative law enforcement system is the inevitable requirement of thesound development of China’s forestry construction. However, the present stage ourcountry forestry administrative law enforcement system due to historical, economic andother reasons there are many problems, such as unclear responsibilities, the distributionof power such as confusion, serious impact on the forestry law enforcement activities inour country carried out in an orderly manner, and then to a certain extent, restricted thedevelopment of China’s forestry industry. Only further improve forestry administrativeenforcement system in our country, in order to solve the above problem fundamentally,to better carry out the work of administrative law enforcement.In this paper, the author will from the four parts of the forestry administrative lawenforcement system in China are analyzed. First of all, the system of forestry lawenforcement is an overall summary by the forestry administrative law enforcement andthe forestry administrative law enforcement system relationship way; secondly, theforestry administrative law enforcement system of China’s history and the developmentof the status quo, make an overall introduction to the administrative departments offorestry institutions configuration and power and responsibility division; third, analysis of the existing forestry administrative law enforcement system in our country, such aslow forestry departments of national status, poor coordination, law enforcementauthority are not clearly defined,"cross law enforcement" phenomenon serious, andfrom three aspects of political, legal, economic analysis of the causes of those problems;finally, learn from the advanced experience of foreign countries, and combining withour fundamental realities of the country, aiming at the existing defects of forestryadministrative law enforcement system of China put forward suggestions, such aspromoting the big department system reform, promote forestry body position,constructing the semi vertical leadership system, the government of the law enforcementsystem, to perfect forestry administrative law enforcement system of our country,promotes our country forestry better, faster development.
