A Comparative Study Text University Strategic Planning

This thesis mainly studies the structure, content and characteristics ofuniversities’ plan documents. The basic hypothesis of the study is the major role ofstrategic plan for university’s development. It can be said that America taking thepremier steps on the road of strategic plan, having gradually made significantachievements. Nearly all universities in America emphasis the strategic implicationsfor their development plan. However China starts late, thus lacking experience bothin the theoretical study and practical experiment. Most universities in Chinaemphasis their developmental plan rather than strategic plan, because of which it isnecessary to compare the plan documents of universities in China and American andcan contribute to the objective reflection of our development plan.The study mainly adopts the methods of comparative study and contentanalysis. According the university rankings, university characteristics, and availability,the study chooses the plan documents of two research universities, and analyses thesimilarities and differences among the structures and contents, with the conclusionof text structure features, content elements and element characteristics.This thesis is divided into four parts. The first part, Chapter Oneintroduces the research origin, research background both at home and abroad,specific topics of the research, research logic and methods. The second part, ChapterTwo generalizes the framework of the four school plan documents and concludes thestructure features and content elements of each school’s plan document. The thirdpart, including Chapter Three, Chapter Four and Chapter Five, is the core part of thethesis. This part gives a deep comparison and analysis of university’s vision andmission, development goals and development strategies. The fourth part, Chapter Sixputs forward thinking and enlightenment for our university’s strategic plan on thebasis of previous study.The study reveals that structure of the plan document should be clear,strategic points should be stressed, and intrinsic characteristics and advantages ofuniversities should be highlighted. In spite the content differences of each university’s plan, vision and mission, development goals and development strategiesare inevitably included. Vision and mission are based on the proper identification ofstatus, characteristics and advantages. Development goals are not slogans, notmeasures, and even not just numbers, but the guidance which can really lead thedevelopment of universities. Development strategies should be strategic, creativeand conform to the times. Making plans for the development of university shouldidentify the key points and seek the essence, for the realization of truly strategicplan.
