Analysis Of The Township Government Role And Behavior Of New Rural Construction

As the reform and opening up deepens and the market economy develops in China, the role of the township government and its operation also change. The new rural community construction in GX district of LK city in Shandong is looked as an example in this work. Firstly, the operation behavior of the township government during the construction of the new rural community is described empirically. Secondly, how the township government executes the policies requested by higher authorities is analyzed, particularly when there are difficulties during the execution. At last, from the point of view of organizational goals, the so-called "the profit" role of the township government is re-defined.In this study, the system environment analysis, the concept of the "pressure system" is adopted to analyze the township government behavior. In the formal government structure, the township government fulfills the tasks assigned by higher authorities and usually gets benefits during this process. This study shows that due to the "pressure system", this process is almost institutionalized. Particularly, in order to fulfill the assignments, even the informal approaches are adopted. For example, the township government can work in collusion with the country government without being prohibited by higher authorities. Meanwhile, in order to divert the pressure during handling the rural affairs, the township government can even force the autonomy organizations in the rural areas into the "pressure system"In addition, the township government as an extension of state power in rural society, reflect the relationship between state and rural society, and the changes of the relationship between state and rural society is the basis of evolution of villages and towns government. Gradually formed with the new relationship between state and rural society, the township government, which based on the former relationship between state and rural society, is get into role predicament. On the one hand, the township government is in dilemma serves as a dual agent, in the game of the state and rural society. On the other hand, due to the financial system reform, the township government is resource-limited and faces difficulties.
