As one of the important policy tools in educational governance,school inspection and evaluation is an effective means to implement the government's educational management function.Therefore,the realistic representation of school inspection and evaluation is the "window" of anti-educational governance and analysis of educational management mode.Taking S-City M School as an example,this study reveals the actual situation,effectiveness and problems in the examination evaluation of M-school,discusses a series of action patterns,analyzes the system and action logic behind the school inspection evaluation,and puts forward the policy suggestions of school education governance from governance to good governance.First of all,this study investigates the status quo of school inspection and evaluation in M schools.The investigation found that: M schools receive a variety of types of inspection evaluation,many sources,a large number of content,seriously interfere with the order of running schools.In meeting these many inspection evaluation,the daily life of the school has lost its teaching focus and vitality,and become the "arena" of all kinds of inspection evaluation.It is characterized by high frequency documents and activities,trace materials and affairs,and formalized teacher life.There is no denying that these inspection evaluations help schools to regulate school development in their daily development,demonstrate their characteristics and strengths,and help superiors improve decision-making and promote good governance and governance.However,too frequent inspection and evaluation has led to the transaction and administration of school life,and the utilitarian development of school,which has gradually eroded the consciousness of school professional development.Then,on the basis of questionnaires and interview materials,combined with the theory of social action,try to explain the current situation.Under the system,the government and the school are the two actors in the school inspection evaluation,and their role identity and action choice interpret the logic of action of the government and the school.As a strong leader in the relationship between political and school,the government establishes and manifests its authority by means of mobilization,combines administrative pressure with inspection and evaluation tasks with the help of documents,meetings and administrative components of leading groups,and forms the mobilization logic of executive mobilization,expressive mobilization and orderly mobilization.As the "subordinate" and "weak" of the educational administrative system,the school has been flooded with many inspection and evaluation.In order to cope with the pressure of inspection and examination,the school,forced by the internal shortage of human,financial resources,power,time and other resources constraints,developed "obedience" action logic,such as normative obedience,catering obedience and "performance" obedience.Finally,from the perspective of upgrading the modernization of educational governance,the current school inspection evaluation is reflected.As a kind of system practice under the "pressure system",the school inspection evaluation effectively mobilizes the government and the school to participate in the educational governance and promotes the development of education.However,under the pressure,it gradually shows the "theatre effect" of educational governance,and shows a "green shoot" state of educational governance paradox.Under the policy requirement of the modernization of educational governance and the guidance of the times,it is inevitable to improve the effectiveness of educational governance,pursue the performance of governance and realize good governance.Therefore,this study from the optimization of the structure of educational governance,improve the administrative restraint mechanism,care for the professional development of schools,in order to achieve the development of school professional self-consciousness,and finally achieve good governance of education put forward relevant recommendations.
