Early education provides the basis of lifetime.As the beginning of our school education system. preschool education can have a significant impact in developing the child’s personality and cultivating culture of individual. Many scientific studies have shown that the complete preschool education can help children learn knowledge better, and works positively in shaping the child’s world outlook and outlook on life. To choose a high quality kindergarten for the child is to create a perfect start for the child’s life.Since2003, with the state-owned enterprises and institutions and other public kindergarten continues to change their structure, kindergarten covered with government funding continues to decline, a substantial increase in private kindergarten, it came the phenomenon that the "kindergarten crunch, high kindergarten fees".the average admission rate of preschool children just has reached50%, differences are obvious of admission rate of preschool children with distinct regions.In order to solve the problem, our government realized the bigger importance of preschool education and adopted various measures to strengthen the reform of preschool education; they put preschool education at the same status as primary education and higher education. Government realized the special status of the preschool education and the huge influence of preschool education level of the national culture strength.The government have taken various measures to promote the reform of preschool education, and seek to solve the current problem.Inspect the current preschool education situation in our country, the writer according to the theory of public management, theory of public goods and public economics, in the mean time, used the literature analysis, statistical analysis,survey research,mathematical methods and comparative analysis to introduce the current situation of the preschool education in our country, in the research the author deeply analyzes the existing problems, and learn lessons from some provinces of their experiences about the preschool education development and then,layout the enlightenment of the future of preschool education in our country, then come up with the solution for preschool education development in ChinaChapter1:First of all, I am eager to express the significance of this topic under the subjective and objective background of "preschool education" and define the relevant concepts, show the content and the method of the thesis. Finally, I just summarize the limitation and innovation of the thesis.Chapter2:Then, the paper follow the common path, there are mainly three theories in the article:public goods theory,government failure theory and market failure theory. In the public goods theory, I demonstrates the concept of public goods, classification as well as the basis in this section, and states the attribute of the education and preschool education and also demonstrates the root and the category of the government failure theory and market failure theory.Chapter3:1combined with actual national conditions of preschool education in china and the use of literature research, statistical analysis, survey research and comparative analysis, to analysis the current situation and strive to find the problems that exist.Chapter4:experience of domestic advanced areas in developing preschool education and enlightenment on development of preschool education in our country. We take the shaoxing,zhejiang province, taiwan province and shandong province as the example to learn the experiences and lessons in the policy and measures of their preschool education development.Chapter5:The author’s conclusion:there are some big issues in the process of the preschool education career development in China jncluding the differentiation in development of urban and rural, the tiny financial input, and the confusion of the kindergarten management, the instability of preschool teachers and staff, we need to eliminate these chaotic phenomenon from the aspects of human resources, material resources, financial resources and set up specialized preschool education management organization, special department of kindergarten management, to increase spending for preschool education institutions, ensure the transparence and efficience in the using of preschool education funds, the government should establish the relevant regulations and policies of pre-school education management to safe the children’s rights.
