Pre-school education as an important part of basic education at the beginning of the school education,it has far-reaching influence on the physical and mental development of children and the sustainable development of national economy and society.The pre-school education in China has the characteristics of public welfare,basic and positive externalities.From an economic point of view pre-school education is a quasi public product in China,simple analysis of the properties of the preschool education from the perspective of economics,easily lead to too much focus on efficiency,ignoring the fair.Therefore,in recent years,scholars have tended to regard pre-school education as a social public service and government as a service-oriented government.It is necessary to fully play its role in that development of preschool education and take the lead of the government to ensure the welfare and universality of pre-school education.At present,preschool education in China is facing the problems of unbalanced development among regions,between urban and rural areas,difficulties in entering schools,high school enrolment,school bus safety accidents,frequent occurrence of child abuse in kindergartens,etc.The main reason is the lack of government responsibility and misplacement in preschool education,resulting in weaker public welfare and prevalence of preschool education.Therefore,it is of utmost importance to clarify government responsibilities and allocate educational resources reasonably.At present,preschool education in China is facing the problems of unbalanced development among regions,between urban and rural areas,difficulties in entering schools,high school enrolment,school bus safety accidents,frequent occurrence of child abuse in kindergartens,etc.The main reason is the lack of government responsibility and misplacement in preschool education,resulting in weaker public welfare and prevalence of preschool education.Therefore,it is of utmost importance to clarify government responsibilities and allocate educational resources reasonably.This article has divided into four chapters.The first chapter introduces the development of preschool education in China,and discusses the responsibilities of the government in the development of preschool education during the period of planned economy and socialist market economy,and analyzes the government,market,and society.What kind of responsibilities should be assumed in the development of preschool education.The second chapter discusses the problems existing in government responsibility in preschool education and analyzes the reasons for these problems.The third chapter introduces the legal system of preschool education in foreign countries.By learning from the successful experiences of foreign countries,we can better play the role of the government.The fourth chapter proposes several suggestions to improve the legal responsibility system that the government undertakes in preschool education:adhere to the principle of education equity,clarify the responsibilities of governments at all levels,increase the government's financial investment,and provide quality for preschool education teachers.To improve the provision of financial protection and promote the development of preschool education in China.
