In recent years, basis on the attention of the party and government, China’s occupation education gets long-term development. It is the fundamental guarantee for promoting the occupation education development to build a high-quality, high level, with the "double quality"of the occupation education teachers. And the teachers’in-service education and training is the most important aspect of the construction of the teachers. But the training curriculum development decides if teachers’INSET can be effectively implemented and if it can meet the occupation education or teachers’ needs. Teachers’in-service education and training curriculum development is an important intermediary and carrier of the smooth development of teacher’s training.It also relates closely to the healthy and sustainable development of the vocational education teacher training. Therefore, research on Teachers’ in-service education and training curriculum development is an important task confronting vocational teacher training.With the questionnaire investigation and interview method,this paper analyzes current situation of the development of INSET curriculum from the subjects of curriculum development,the methods of curriculum development, development elements and development management.There are four problems:The objective ignores teachers’ individuality demand; Curriculum structure is lack of some elements, and it’s imbalance;The content is lack of forward-looking and practicalness;Curriculum implementation way is lack of diversity and interact. So this paper puts forward the following countermeasures: Firstly, clear development of vocational education teachers’ in-service education and training curriculum characteristic; Secondly, select vocational education teachers’ in-service education and training curriculum development method; Finally clear vocational education teacher in-service education and training curriculum development process. In the end, to integrate theory with practice,the author develop the curriculum of computer animation design profession teachers’INSET which promote the development of vocational education teachers’ in-service education and training curriculum theory.
