Tidal flat resource is one of the important marine resources in Jiangsu Province. The tidal flat reclamation has been an important means to expand the development space for Jiangsu’s coastal region and to develop the marine economy. But at present, Jiangsu’s tidal flat reclamation development mainly depends on the specific projects, reclamation development of spot causes tidal flat reclamation layout is unreasonable,the exploitation positioning of the follow-up tidal flat reclamation area is out of tune and even conflict and other issues have become increasingly prominent.Tidal flat resources has the characteristics of wholeness. Tidal flat resources development has the requirement of the intensive use. The layout study of Jiangsu’s tidal flat reclamation echoes the strong demand of tidal flat reclamation for coastal development in Jiangsu Province. It provides guide for the further sustainable development of tidal flat reclamation in Jiangsu Province. Research ideas and methods of the tidal flat reclamation layout can provide ideas and methods for reference for other coastal areas in China.On the basis of the present situation characteristics study of Jiangsu’s tidal flat resources and requirement analyses for coastal reclamation, this paper divides the Jiangsu’s tidal flat resource into24units which include20units of development requirements and4senior units of development requirements or not. This paper constructs index system of coastal tidal flat reclamation development, using statistical theory and the multi-objective decision theory. Then it establishes the evaluation model of development direction for tidal flat reclamation, using the method of AHP and Delphi method to determine the weights of evaluation indexes. And evaluation is obtained by using the linear weighted sum method. This paper adopts development evaluation model of the tidal flat reclamation, and calculates comprehensive score of each confining unit from four development direction of the agricultural development, port development, costal industrial development and urban construction development, according to the score, it determines the appropriate development direction of each unit and provides the layout scheme of tidal flat reclamation in Jiangsu.Research shows that:24units are suitable for agricultural development;8units are suitable for the port development;10units are suitable for coastal industrial development;17units are suitable for urban development and construction. In these24units, this paper recommends9units for agricultural development which include the south block of Liezikou, the south block of Guan river estuary, the north block of zhongshan estuary, the south block of zhongshan estuary, the south block of the old Yellow River estuary, the south block of the Pole estuary, the north block of the Chuandong port, the south block of the Chuandong port, and the inner area of the sandbank. This paper recommends3units for port development which include the outside offshore block of Xuwei county, the block of the Yellow River estuary and the north block of the Dayang port of brake. This paper recommends4units for urban development and construction, which include the middle block of Haizhou bay, the south block of Haizhou bay, the south block of the Xiaoyangkou port and the south block of the Datang power plant. This paper recommends1unit for agricultural development and port development. That is the north block of Haizhou bay. This paper recommends3unit for port development and coastal industrial development which include the block of Sheyang bay, the north block of the Wanggang port and the south block of the Dayang port of brake. This paper recommends1unit for agricultural development and urban development. That is the south block of the Fangtang estuary. This paper recommends1unit for coastal industrial development and urban development. That is the peninsula shoal of the sandbank-waist sandbank. This paper recommends2unit for port development, coastal industrial development and urban development which include the south block of the Jueju port of brake and the south block of the Yaowang port.
