| Ecological environment,as a basic condition for human surviving and development, is the premise to achieve sustainable socio-economic development. Its governance is an important human activity which concerns the sustainable development of economy and society, and whose good maintenance would play a great role in achieving the harmony between man and nature. Rural ecological environment being an important part among the whole ecological environment system, however, the government rarely focus on solving the problems due to its later appearance than city. Now we have to attach importance to rural ecological environment with it becomes more and more serious and complicated.Taking the rural ecological environment governance as the research object, this paper describes the current situation and effects under single governance from analyzing some connotation and related theories of protecting and managing rural ecological environment. Firstly, it concludes the difficulties under single governance from the perspectives of worsening environment and harder controlling in solving rural environment problems, such as govern function’s absence, laws and regulations’ imperfect and less public participation. Then the thesis tries to explain the reasons why occurring above difficulties, on accounts of the limit from traditional concept, the imperfect of environment system, backwardness of the rural ecological environment, weak public awareness and so on.Lastly, it chooses Yatou country in Liuyang City,Hunan as a typical successful case in dealing rural ecological environments,and summarizes some enlightenments from it. It puts forward four measures to settle the dilemma at the end of the paper, including mind transformation, system construction, department coordination and cooperation and public participation, which based on combining ecological politics theory, multiple governance theory and sustainable development theory. |
